The Qatar Human Resources Operations Manager is a key leadership role within the Raytheon HR and Operations Team. This position is responsible for strengthening HR operational capabilities in Qatar while ensuring alignment with business objectives, local regulatory requirements, and global HR Operations priorities.

Although the primary focus is Qatar, this role requires close collaboration with HR Operations leaders in Saudi Arabia and the UAE to support harmonization, alignment, and the sharing of best practices across the MENA region.

The HR Operations Manager works cross‑functionally with HR partners, strategic business units, programs, and centers of expertise to drive continuous improvement across all areas of HR operations. Key focus areas include operational excellence, compliance, data integrity, employee experience, and process consistency.

Responsibilities to Anticipate

• Oversee and optimize HR processes in Qatar, including onboarding, records management, benefits, payroll coordination, and leave administration; ensure compliance with local regulations and internal controls.
• Partner with HR Business Partners to translate organizational priorities into scalable HR operational solutions.
• Lead regional process improvement initiatives focused on standardization, automation, and enhancing the employee experience.
• Manage HR operations projects in alignment with global HR standards, providing strong project and change management support.
• Collaborate with Global People Services to implement process improvements, provide Qatar-specific insights, and support adoption across MENA.
• Ensure compliance with labor laws and employment regulations; maintain data accuracy and integrity across HR systems.
• Prepare and manage employment contracts, mobility processes, and onboarding activities for expatriate, local, and foreign national employees; coordinate with internal stakeholders and GRO on government requirements.
• Lead and develop Qatar-based HR Operations staff and Government Relations Officers, ensuring strong service delivery and regulatory compliance.
• Develop and maintain HR operations metrics and dashboards, providing insights to drive decision-making and continuous improvement.
• Oversee total rewards operations, including benefits, compensation, and payroll activities, ensuring compliance and consistency with company policies.
• Lead talent acquisition operational support, including documentation, medical and security processing, insurance coordination, and payroll setup; drive improvements to elevate candidate and employee experiences.

Qualifications You Must Have:

• Typically requires a Bachelor’s and a minimum of 8+ years prior relevant experience, or an Advance Degree in a related field and a minimum of 6+ years’ experience.
• Experience supporting or leading HR operations in an international or multi‑country environment, with a proven ability to navigate complex organizational structures and regulatory landscapes.
• Strong knowledge of international HR regulations, employment practices, and compliance requirements, with hands-on experience applying them across multiple countries or regions.
• Advanced proficiency with Microsoft Office applications (Excel, Word, PowerPoint, OneNote, Outlook) and HR systems such as Workday.
• Demonstrated ability to use HRIS tools for reporting, analytics, and process optimization.
• Solid understanding of global HR practices, data privacy standards, and operational controls, with a track record of successfully applying them in multi‑country or regional settings.
• Professional proficiency in English and Arabic (written and verbal).

• Experience partnering with Payroll, Compensation, Benefits, and Talent Acquisition teams.

• Ability to work effectively in ambiguous environments with rapidly changing requirements.
• Strong awareness and sensitivity, with the ability to operate successfully in a global environment and engage with global perspectives and backgrounds.
