Ocean is the first Agentic Email Security Platform built for the era of AI-powered attacks. The platform uses a network of AI agents to investigate every email in real time, analyzing behavior, validating intent, and uncovering hidden threats that traditional email security tools miss.
We are a young, fast-growing cybersecurity startup building a strong team across Israel and the US. The company currently has around 35 employees and is expected to double in size over the next year.
We are now looking for a Head of HR to lead and build the company’s People function during a critical stage of growth. This is a unique opportunity to join early, shape the HR infrastructure from the ground up, partner closely with leadership, and help build a strong, scalable, people-first organization.
About the Role
As Head of HR, you will own the HR strategy and execution for the company, with a strong focus on building scalable people processes, supporting managers, strengthening employee experience, and enabling the company’s next phase of growth.
This role requires someone who can move comfortably between strategy and hands-on execution: a trusted advisor to senior leadership and managers, while also being highly connected to employees, culture, and the day-to-day reality on the ground.
You will play a key role in building the HR function in Israel, supporting global growth, leading critical people initiatives, and partnering closely with the leadership team on organizational design, retention, talent development, compensation, promotions, organizational change, and hiring strategy.
The role is expected to manage an HRBP and a recruiting function, while also working closely with the Operations function.
As the company continues to grow in the US, this role will also require strong understanding of the US market, including hiring, employment practices, compliance, benefits, and employee-related processes.
Responsibilities
- Build and lead the HR function in Israel, creating the right foundations, processes, and standards for a company in scale-up mode.
- Act as a strategic HR partner to senior leadership, advising on organizational design, management challenges, retention, performance, compensation, promotions, team development, and growth.
- Work closely with managers across the company, including R&D, Product, Design, Sales, and other functions, providing practical guidance, coaching, and support on people-related topics.
- Stay deeply connected to employees and the day-to-day culture, acting as an accessible, trusted, people-first HR leader.
- Build scalable HR processes across the employee lifecycle, including onboarding, offboarding, performance management, employee engagement, retention, manager development, employee development, promotions, policies, and compensation processes.
- Lead and shape the company’s hiring strategy in partnership with leadership and hiring managers.
- Manage and guide the recruiting function, ensuring strong processes, clear priorities, high-quality candidate experience, and alignment with business needs.
- Be involved in strategic and senior-level hiring processes, including C-level and leadership roles.
- Support the company’s growth in the US, mainly across customer-facing functions such as Sales, Marketing, and Customer Success.
- Lead and support recruitment efforts for US-based roles, with a focus on building the US Sales and Marketing organization.
- Support US employment practices, including hiring processes, employment-related practices, contracts, benefits, and compliance.
- Partner closely with Operations to create clear ownership between People Operations, administrative operations, office management, technical onboarding, and employee experience.
- Help build and strengthen a healthy global culture that supports growth, collaboration, ownership, and strong communication across locations.
- Lead organizational changes and support managers and teams through periods of growth, transformation, and increased scale.
- Implement and improve HR systems, tools, workflows, and data practices.
- Build clear HR metrics and feedback loops to support better decision-making across hiring, retention, engagement, and organizational health.
- Lead and mentor the HR team, while remaining hands-on where needed.
Requirements
- 6+ years of significant HR leadership experience in fast-growing startups or scale-up companies, with proven experience supporting organizational growth and scale.
- Previous experience in a senior HR leadership role, such as Head of HR, Director of HR, or similar, within an early-stage startup environment.
- Proven experience leading an HR team and managing HR / People professionals.
- Proven experience building HR infrastructure, processes, and practices in a company undergoing growth.
- Proven experience scaling organizations from early-stage growth, ideally from around 20–50 employees to 150–200+ employees.
- Experience working in companies that scaled meaningfully, ideally from early-stage to a larger, more structured organization.
- Strong business partnership skills, with the ability to advise founders, CEOs, senior leaders, and managers in a practical and trusted way.
- Experience working closely with CEOs and leadership teams.
- Hands-on HR leadership style — someone who can build, execute, solve problems, and stay close to the people and culture.
- Experience managing or closely partnering with recruiting teams and owning hiring strategy.
- Strong understanding of talent acquisition in startup environments, including senior and leadership hiring.
- Experience recruiting for Sales roles in the US.
- Strong experience working with the US market, including hiring, employment practices, compliance, and benefits.
- Strong understanding of US labor laws and employment practices.
- Experience building processes around onboarding, offboarding, performance, retention, manager development, promotions, compensation, and employee experience.
- Proven experience leading organizational changes and supporting teams through periods of growth and transformation.
- Experience building and strengthening a strong, healthy global company culture.
- Strong people orientation, high emotional intelligence, and the ability to build trust across the organization.
- High level of integrity, discretion, and professionalism.
- Ability to balance strategic thinking with operational excellence and fast execution.
- Strong communication skills in Hebrew and English.
- Fluent English.
