Essential Responsibilities:
- Scope: The project & program responsibilities are focused on internal information system-specific project tasks or non-technical project completion using an internal customer perspective, both typically from initiation through delivery.
- Develop and implement process improvements for program management.
- Manage a variety of programs/projects for completeness and compliance.
- Guide prioritization of projects and utilization of resources.
- Deliver progress reports to leadership.
- Develop performance metrics and dashboards.
- Ensure alignment with strategic objectives.
- Steer programs through the lifecycle with sponsors and stakeholders.
Minimum Qualifications:
- 10+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.

About the Position
Reporting to the Senior Director, Enterprise Planning and Ops , this individual is responsible for leading the governance and execution capability that underpins PayPal's enterprise transformation agenda.They are responsible for running the Enterprise Transformation Office operating model, establishing governance
frameworks, driving executive operating rhythms and enabling cross-functional execution across a portfolio of enterprise transformation initiatives. Working closely with Finance, HR, Strategy, business leaders and external partners,
the Director will establish execution standards, drive accountability, manage enterprise risks and dependencies, and
ensure strategic priorities are delivered with discipline and measurable business outcomes.
Success in this role includes:
- Consistent delivery of enterprise transformation priorities against committed milestones and outcomes.
- Effective executive governance and decision forums that accelerate decision making and execution. Ensure
- changes to governance, timelines, methodologies, and execution expectations are communicated consistentl across the organization
- Increased accountability, transparency and adoption of enterprise execution standards. Improved cross-functional coordination, issue resolution and delivery confidence.
- Demonstrated realization of transformation benefits and enterprise value.
Responsibilities:
- Define the integrated transformation roadmap, sequencing key activities, milestones, dependencies, and critical decision points across all workstreams.
- Establish and maintain the enterprise transformation calendar, operating cadence, and governance schedule to ensure consistent execution and timely decision-making.
- Develop and issue enterprise guidance, standards, and execution communications to ensure consistent implementation across all business units.
- Drive cross-functional execution across enterprise transformation workstreams, ensuring alignment to strategic priorities and business objectives.
- Be the accountable driver (with support from Finance, Strategy, HR) to partner with business leaders to support initiative ideation and prioritization, business case development, financial governance and benefit realization.
- Establish and maintain enterprise execution standards, including governance processes, operating rhythms, decision rights, stage gates and accountability mechanisms.
- Proactively manage enterprise risks, issues, dependencies and cross-functional interlocks to improve delivery confidence and execution quality.
- Lead onboarding and enablement for Workstream Leaders, Business Partners, and functional SMEs, ensuring teams understand expectations, processes, timelines, and governance requirements
- Coordinate execution across internal stakeholders and external strategic partners (including McKinsey, Consello and other partners as appropriate) to ensure alignment and successful delivery of enterprise priorities.
- Lead development of executive communications, governance materials, Steering Committee content, Board materials and enterprise transformation updates.
- Develop playbooks, governance frameworks, templates and execution guidance that enable consistent delivery across workstream leaders.
- Monitor transformation health, delivery progress and adoption, identifying execution risks and recommending corrective actions.
- Partner closely with the Transformation Reporting & Performance team to ensure governance decisions are supported by trusted reporting, performance insights and value tracking.
- Foster a culture of accountability, execution excellence, transparency and continuous improvement across enterprise transformation initiatives.
Requirements
- 10+ years of experience leading enterprise transformation, strategic programs or large-scale business initiatives.
- Proven experience establishing governance models and enterprise operating rhythms across large, matrixed organizations.
- Demonstrated success leading complex, cross-functional initiatives involving multiple executive stakeholders. Experience translating enterprise strategy into disciplined execution and measurable business outcomes.
- Strong understanding of operating models, governance, organizational transformation and change management.
- Experience partnering with Finance on business cases, investment governance and value realization.
- Experience within Financial Services, Big 4 Consultancy or other highly regulated industries preferred.
- Bachelor's degree required. MBA or Master's degree preferred.
