Human Resources Subject Matter Expert (HR SME)
MTSI is seeking a Human Resources Subject Matter Expert (HR SME) that will provide expert-level support for the full range of workforce planning, staffing, personnel management, and organizational development activities required by a Defense Agency. The position will support a complex, blended workforce consisting of DoW civilian employees, military personnel from all services, Joint Duty Assignees, detailees, and contractor personnel. The successful candidate will possess extensive knowledge of DoW human resources policies, processes, systems, and documentation requirements. This individual will manage and coordinate HR actions throughout the employee lifecycle, maintain accurate workforce and position-management records, and advise leadership on staffing, organizational structure, performance management, and workforce-related risks. Key Responsibilities Provide subject matter expertise on DoW civilian and military personnel policies, workforce planning, staffing, position management, and organizational design Support the management of a blended workforce that includes: DoW civilian employees Active-duty and reserve military personnel from all services Joint Duty Assignees Detailees Contractor personnel Manage and coordinate the DoW civilian hiring process from initiation through onboarding, including: Identifying and validating staffing requirements Reviewing organizational structures and position requirements Developing or updating position descriptions Preparing and coordinating recruitment and hiring packages Tracking vacancy announcements, certificates, selections, and personnel actions Coordinating preemployment and onboarding activities Monitoring hiring timelines and resolving process delays Establish, review, and maintain manpower and personnel documentation, including: Unit Manning Documents (UMDs) Position descriptions (PDs) Organizational charts and staffing plans Billet and position-control records Performance plans and appraisal documentation Workforce rosters and personnel-status reports Support the development, administration, and maintenance of employee performance-management and appraisal systems Advise supervisors and employees on performance plans, progress reviews, ratings, awards, and related documentation requirements Monitor staffing levels, vacancies, gains, losses, hiring actions, military rotations, joint-duty assignments, details, and contractor support Reconcile authorized, assigned, and onboard staffing data across manpower, personnel, and organizational records. Identify workforce gaps, staffing risks, hiring delays, documentation deficiencies, and potential corrective actions Prepare workforce analyses, staffing reports, decision memoranda, briefings, executive summaries, and responses to senior-leader data calls Coordinate HR activities with manpower offices, servicing human resources organizations, military personnel offices, security offices, hiring managers, supervisors, and other stakeholders Use and maintain HR-related software and personnel systems, including MyBiz+, the Defense Civilian Personnel Data System (DCPDS), the DoW Manpower Management System (MMS), and other applicable workforce-management tools Ensure HR actions and records comply with applicable statutes, regulations, policies, classification standards, merit-system principles, and records-management requirements Protect sensitive personnel information and ensure appropriate handling of personally identifiable information Organizational Stand-Up and Change Management Responsibilities Support the establishment of new organizations, offices, divisions, or functional capabilities Develop workforce and staffing plans aligned with approved missions, functions, organizational structures, and resource levels Identify required civilian positions, military billets, joint-duty assignments, details, and contractor support Coordinate the creation, classification, transfer, realignment, or elimination of positions and billets Develop and maintain organizational charts, manpower documentation, position descriptions, staffing rosters, and transition plans Track and coordinate personnel actions resulting from organizational changes, including reassignments, details, promotions, hiring actions, management-directed moves, and reporting-chain changes Assess the workforce impacts of reorganizations and advise leadership on implementation risks, sequencing, communications, and required approvals Ensure that organizational changes are accurately reflected in HR, manpower, personnel, and performance-management systems Required Skills: 10+ years of demonstrated experience providing human resources or workforce-management support within DoW, a Defense Agency, a military department, or a comparable federal organization Expert knowledge of federal and DoW human resources policies, procedures, and personnel-management practices Experience managing the federal civilian hiring process from workforce requirement identification through employee onboarding Experience supporting a blended workforce consisting of civilian employees, military personnel, Joint Duty Assignees, detailees, and contractors Demonstrated experience developing and maintaining UMDs, position descriptions, organizational charts, staffing plans, performance plans, and other HR-related documentation Knowledge of position management, classification, recruitment, staffing, performance management, employee relations, and personnel-action processes Experience using MyBiz+, DCPDS, MMS, or comparable HR and manpower-management systems Strong analytical, organizational, technical-writing, customer-service, and stakeholder-coordination skills Ability to manage multiple personnel actions and competing deadlines in a complex and fast-paced environment Ability to communicate complex HR requirements clearly to senior leaders, supervisors, employees, and supporting organizations Ability to handle sensitive personnel matters with professionalism, discretion, and sound judgment Desired Skills: Experience establishing a new organization or standing up new functions within an existing organization Experience managing reorganizations, realignments, position transfers, workforce transitions, or other organizational change initiatives Familiarity with Joint Duty Assignment requirements and military personnel processes across multiple services Experience working with delegated examining, merit-promotion, direct-hire, excepted-service, or other federal hiring authorities Experience supporting position classification and organizational-design reviews Experience developing executive-level workforce dashboards, staffing metrics, and personnel-readiness reports Experience briefing senior executives, general or flag officers, Senior Executive Service personnel, or comparable leadership Advanced proficiency with Microsoft Excel, PowerPoint, SharePoint, and workforce-tracking tools Educational Requirements: BS Degree in a related discipline. Masters Degree in a related field Desired. Clearance Requirements: Current TS/SCI clearance required. The pay range for this position is $180,000/year to $210,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors.
