Education Specialist Consultant –Sexual Harassment Prevention in Schools

Project: NOUR – Preventing Sexual Harassment in Moroccan Public Schools

Location: Marrakech, Morocco preferred; remote work possible with periodic travel to Marrakech.

Duration: 18 months, with the possibility of extension based on project needs and funding availability.

Reporting to: Project Coordinator

Languages Required: English and Arabic; French preferred


1. Background:

NOUR is a 18-month initiative designed to contribute to the creation of safe, inclusive, and protective school environments by preventing sexual harassment and improving students’ well-being in Moroccan public schools. The project will be implemented in five public middle and high schools in the Marrakech-Safi region in collaboration with educational authorities, schools, and parents’ associations. 

The project responds to research findings showing concerning levels of sexual harassment in schools, limited student awareness regarding consent and boundaries, and the absence of formal prevention and reporting systems within schools.

2. Objective:

The Education Specialist will lead the educational approach and pedagogy, technical implementation, contextual/cultural adaptation and quality assurance of school-based interventions focused on the prevention of sexual harassment. The specialist will support the development of culturally responsive educational tools, training materials, school dialogues, and student engagement approaches aligned with child protection and gender equality principles. The Education Specialist must uphold strict confidentiality, safeguarding, and child protection standards throughout the implementation of the project. All activities involving students must prioritize safety, dignity, informed participation, and psychosocial well-being. 

3. Requirements:

  • Master’s degree in Education, Gender Studies, Psychology, Social Sciences, Child Protection, or a related field.

  • Minimum 5 years of professional experience in education programming, child protection, gender equality, or school-based interventions.

  • Strong experience in participatory facilitation and curriculum development.

  • Knowledge of adolescent development, trauma-informed approaches, and inclusive education practices.

  • Experience working with public schools in the Moroccan context, education authorities, and school staff and teachers.

  • Experience addressing sensitive topics with adolescents in educational settings in Morocco, with demonstrated ability to adapt content and facilitation methods to the local cultural and social context.

  • Strong understanding of cultural norms, gender dynamics, and stakeholder engagement approaches relevant to Moroccan schools and communities.

  • Proven ability to navigate sensitive discussions with adolescents and adults in a respectful, age-appropriate, trauma-informed, and culturally responsive manner.

  • Excellent written and verbal communication skills in English and Arabic. French preferred. 

  • Strong interpersonal and facilitation skills

  • Strong organizational and project management abilities

  • Commitment to gender equality, child rights, and safeguarding principles

4. Tasks and Responsibilities:

1. Curriculum and Educational Content Development

  • Support the development and adaptation of educational materials and learning tools related to:

    • Sexual harassment prevention

    • Consent and personal boundaries

    • Respectful communication and behavior

    • Gender equality and student wellbeing

    • Safe reporting mechanisms

  • Ensure all materials are age-appropriate, culturally sensitive, trauma-informed, and aligned with Moroccan educational contexts.

  • Contribute to the development of the NOUR Toolkit, including protocols, facilitation guides, and awareness materials.

2. Training and Capacity Building

  • Co-design (with Sexual Harassment Specialist) and facilitate training for school administrators, teachers, and staff on:

    • Recognizing and responding to sexual harassment

    • Child protection and safeguarding principles

    • Psychological first response and referral pathways

    • Safe classroom facilitation techniques

  • Support the certification process of school staff through the project’s online learning program.

  • Facilitate a 3 day training for Mentors who will train the School Leads and Student Wellness Ambassadors to facilitate the dialogue sessions and other school activities.

3. School-Based Student Engagement

  • Develop participatory methodologies for teacher-facilitated school dialogues and awareness sessions.

  • Support and monitor the establishment of Student Wellness Ambassador peer-support systems.

  • Ensure student-centered approaches to the program implementation that promote inclusion, empowerment, safety, and confidentiality.

  • Collaborate with schools to create anonymous referral systems to report and address gender-based violence and sexual harassment.

4. Technical Support and Coordination

  • Coordinate closely with education authorities, school leadership, and project partners to ensure effective approaches to implementation.

  • Participate in school visits, consultations, and stakeholder meetings.

  • Provide technical recommendations for strengthening school safeguarding systems and reporting mechanisms.

  • Ensure all interventions align with national education priorities and child protection standards.

5. Monitoring, Evaluation, and Reporting

  • Support the development of the baseline and endline surveys. 

  • Lead the documentation of lessons learned, best practices, and implementation challenges.

5. Responsibilities

  • Co-develop educational content, training materials, and facilitation guides for the NOUR program.

  • Lead the design and delivery of training sessions for NOUR Mentors, School Leads, and Student Wellness Ambassadors.

  • Ensure all educational materials are age-appropriate, culturally relevant, and aligned with project objectives.

  • Provide technical support to schools during the implementation of awareness and prevention activities.

  • Monitor training quality, document lessons learned, and contribute to project reports and recommendations.

Participate in monthly project meetings to  provide support to Mentors, School Leads  and Project Soar project coordinators on challenges with implementing the SH Toolkit and referral systems in the target schools.



Phase 4: Review/feedback period for Learning & Scale-Up

Facilitate Lessons Learned workshop with project partners

Support the Sexual Harassment Specialist in writing the final recommendations report (adaptations for NOUR Toolkit + scale-up)
