Skills And Competencies
- Minimum 15 years' experience in government policy, regulation, or law, gained within a financial institution, technology provider, regulator, government body, or supranational organization.
- Demonstrated track record preparing complex regulatory filings, policy submissions, or equivalent analytical work for or with sectoral regulators.
- Proven ability to build and maintain senior-level relationships with government officials, regulators, and industry stakeholders.
- Excellent written and verbal communication skills in English, with strong strategic judgment to translate complex policy issues into actionable business advice.
- Experience managing and developing teams in a matrixed, global organization.
- Some expertise in artificial intelligence, with a track record of implementing advanced AI solutions to drive strategic transformation and operational efficiency and demonstrated leadership in managing AI-related risks and fostering responsible AI adoption.
- Direct experience working in the Middle East, with proficiency in Arabic, French, or another relevant regional language - preferred
- An existing network of relationships within government, regulatory, or multilateral institutions, and familiarity with credit rating agency regulation, capital markets policy, or related financial services frameworks - preferred.
- Bachelor's degree required; an advanced degree in law, public policy, international relations, or a related field is preferred.
Lead Moody's government relations, regulatory engagement, and public policy work across the Middle East & Africa, CEE, and the UK, with particular focus on the Gulf.
- Monitor and analyze credit rating, capital markets, and broader financial services policy developments across MEA, CEE, and the UK, focusing on regulatory and legislative developments relevant to Moody's business and affiliates.
- Deliver strategic insights and business impact assessments on regulatory developments to senior leadership and business stakeholders.
- Coordinate and shape the firm's positions on regulatory policy issues through comment letters, direct advocacy, and policy white papers.
- Produce clear, effective written briefings on complex regulatory topics for internal and external audiences.
- Track and assess how political and geopolitical developments may affect Moody's policy environment and commercial interests.
- Lead external stakeholder engagement across MEA, CEE, and the UK, building trusted relationships with government ministries, regulatory authorities, central banks, trade and industry bodies, and other influential third parties.
- Support engagement with international institutions such as IOSCO and the Financial Stability Board.
- Proactively identify and pursue opportunities to engage with officials, decision-makers, and third-party stakeholders who influence the policy landscape.
- Support business growth initiatives by advising and engaging policymakers on issues such as licensing, regulatory due diligence, and policy advocacy.
- Represent Moody's Corporation at meetings, conferences, and external events.
- Advance external understanding of Moody's business, its role in global capital markets, and its perspectives on topics of strategic interest to financial policymakers and regulators across MEA, CEE, and the UK.
- Develop legislative strategies, policy briefing documents, testimony, amendments, and other materials that support Moody's government relations objectives.
- Collaborate closely with other Global Corporate Affairs functions, particularly Communications, to advance Moody's perspectives and visibility.
- Provide line management, mentoring, and career development for four direct reports.
- Deploy the regional team and coordinate with senior management to execute agreed strategy.
- Serve as a GPRA senior leader able to represent the function at C-suite level.
Our Government, Public & Regulatory Affairs (GPRA) team is responsible for providing expertise in government relations, public policy, regulatory analysis, and geopolitical affairs that inform Moody's strategy, operations, commercial activities, and risk management across all business lines and markets.
GPRA shapes Moody's positions on regulatory policy worldwide, builds and maintains relationships with governments, regulators, and multilateral institutions such as IOSCO and the Financial Stability Board, and advances thought leadership that strengthens Moody's reputation with financial policymakers. The team also engages on emerging policy topics, including those related to artificial intelligence and technological innovation, where relevant to Moody's business and stakeholders.
