Job Description

The Budget Officer is to support the finance department in managing and optimizing the institution’s financial resources through budget planning, monitoring, and reporting, while providing data-driven analysis to inform decision-making. This role ensures that the institution’s budget is developed in alignment with strategic goals, operational needs, and compliance requirements. It involves creating and maintaining budgets, tracking actual spending against budgeted amounts, and identifying variances to guide corrective actions. The employee also analyzes financial data to uncover trends, assess performance, and recommend cost-saving or efficiency measures.

Responsibilities include, but not limited to:

  • Assist in preparing annual operating and capital budget proposals by compiling and analyzing data from various departments.

  • Develop financial models, trend analysis, and projections to guide future expenditures, including tuition revenue forecasting.

  • Prepare and submit accurate financial reports. Compliance Monitoring: Analyze college compliance with financial, reporting, and legal requirements, such as IRS regulations and state audit standards.

  • Prepare documentation, schedules, and reconciliations for year-end closing and external audit requests.

  • Monitor and report on the college’s fixed assets to ensure they are accurately stated in financial statements.

  • Work with System Office staff and Minneapolis College information technology staff to maintain database systems, testing, and implementing improvements for financial software.

  • Identify constrictions in the financial process and suggest improvements to enhance efficiency and internal controls.

Salary Range

Accounting Officer Principal: $32.97 - $48.60 hourly / $68,841 - $101,477 annually.

Minimum Qualifications

  • Three (3) years of progressive experience in accounting, budget planning, or financial analysis. A Master’s degree may substitute for 18 months of experience; a Bachelor’s degree may substitute for one year of experience; an Associate’s degree may substitute for six months of experience. The degree must be in a related field to the position. 

  • Experience in analyzing complex financial data, managing forecasting processes, and ensuring accuracy in financial reporting.

  • Proficiency in Excel, SQL, data visualization tools, and financial reporting tools.

  • Excellent communication skills to translate technical information for non-technical staff.

  • Demonstrates an ongoing understanding of cultural fluency. Incorporates culturally responsive practices, and actively engages in antiracism professional development learning opportunities.

Preferred Qualification 

  • Knowledge of generally accepted accounting principles (GAAP) and government accounting standards board (GASB).

  • Higher education or public accounting experience, preferable experience with Minnesota State accounting systems (ISRS, Workday, SWIFT).

  • Ability to manage multiple projects, meet deadlines, and maintain accuracy in financial records.

Day shift, Monday - Friday 8:00 a.m. 4:30 p.m.
