Flight and Ambulance Safety Assurance Program Manager

Job Description:

The Safety Assurance Program Manager is responsible for the development, implementation, and oversight of the FOQA (Flight Operations Quality Assurance) and ASAP (Aviation Safety Action Program) programs at Intermountain Flight & Ambulance Services in accordance with FAA AC120-82, AC120-66B, and industry standards. Collaboration and interfacing with other 14 CFR Part 5 Subpart D-required programs is essential in this role. This position reports to the Sr. Manager - Aviation Safety Programs and allows the organization to proactively identify and correct safety, operational, and regulatory weaknesses.

Essential Functions

  • Provides day-to-day management of Intermountain Health Flight & Ambulance FOQA program, maintaining the company FOQA manual. Collaborate with a third party FOQA/FDM data services provider. Prepares/facilitates FOQA Steering Committee and FOQA Management Team (FMT) meetings.
  • Coordinates with FOQA gatekeepers for any required additional data validation. Prepares/facilitates FOQA Gatekeeper meetings. Prepares recommendations from meetings to the FMT and other process owners. Maintains FOQA event database and performs trend analysis.
  • Tracks the effectiveness of implemented controls/corrective actions. Disseminates FOQA information to the rest of the company. Performs FOQA-related investigations as needed.
  • Provides day-to-day management of the Intermountain Health Flight & Ambulance ASAP program. Maintains the company ASAP manual. Serves as the designated ASAP Manager. Attends ERC Meetings as a manager or voting ERC member.
  • Collaborates with the SMS Program Manager, Evaluator/Investigators, and a third party in the management of ASAP reports and investigations. Performs trend analysis on areas of non-compliance, identifying associated risk. Tracks the effectiveness of implemented controls/corrective actions and disseminates ASAP information to the rest of the company.
  • Responsible for safety assurance outputs and recordkeeping as pertains to 14 CFR Part 5 requirements. Collaborates with the safety team, flight operations team, maintenance team, and dispatch teams on current and future safety assurance programs (IEP, LOSA, CASS, etc.). 
  • Assists with safety and quality evaluations and investigations, including root-cause analysis.
  • Performs trend analysis on areas of non-compliance, identifying associated risk. Prepares and presents safety assurance data to the safety team, Part 119 team, and operations council. As part of safety promotion, provides safety assurance and SMS related training to other company employees.

Minimum Qualifications

  • Aviation leadership experience (program management level and above) in operations, maintenance, dispatch, safety, quality, or regulatory compliance roles with a 14 CFR Part 121, Part 135, or Part 145 certificate holder (or military or foreign equivalent).
  • Superb working knowledge of aviation safety management systems, safety assurance, and safety risk management.
  • Superb working knowledge of Part 135 regulations, other applicable regulations and standards.
  • Knowledge of safety performance indicators (SPIs).
  • Excellent communication, organizational, and planning skills.
  • Ability to work with minimal supervision, work collaboratively, set realistic project goals and deadlines, with consistent delivery.

Preferred Qualifications

  • Four plus years of aviation experience with increasing responsibility and complexity.
  • Associate’s or Bachelor’s degree in aviation safety, aviation management, aviation science, or similar field or an additional 2+ years of experience in aviation Safety or Quality or programs.
  • FAA certificate (Commercial Pilot/ATP, Dispatch, or foreign equivalent).
  • Previous experience at an air ambulance operator.
  • Knowledge of helicopter air ambulance operations (14 CFR Part 135 Subpart L).  
  • Knowledge of CAMTS and other applicable air medical transport standards.

  • Ongoing need for employee to see and read information, documents, monitors, identify equipment and supplies, and be able to assess customer needs. 
  • Frequent interactions with providers, colleagues, customers, patients/clients, and visitors that require employee to verbally communicate as well as hear and understand spoken information, needs, and issues quickly and accurately. 
  • Manual dexterity of hands and fingers to manipulate complex and delicate equipment with precision and accuracy. This includes frequent computer use for typing, accessing needed information, etc.

The hourly range for this position is listed below. Actual hourly rate dependent upon experience. 

$44.99 - $69.44
