CLASS DEFINITION

A Procurement Specialist I reviews, analyzes, negotiates and processes requisitions for the purchase of a wide variety of supplies, equipment, furniture, and other commodities and or services used by City agencies. Work of this class involves no supervisory duties or responsibilities.

Employees receive moderate supervision from a technical superior. Employees in this class work a conventional workweek. Work is performed in an office setting where there is no exposure to environmental hazards. Work requires minimal physical exertion.

MINIMUM QUALIFICATIONS

On or before the date of filing the application, each candidate must:

EDUCATION: Have an Associate's degree from an accredited college or university

AND

EXPERIENCE: Have three years of experience in procurement including procurement planning and solicitation preparation, contract development, negotiation and contract administration with specialized expertise in the procurement of at least one of the following: professional services; information technology; utilities; building services; equipment; or commodities.

OR

EQUIVALENCY NOTES: Have Certification as a Certified Public Procurement Officer (CPPO) from the Universal Public Procurement Certification Council (UPPCC) and two additional years of experience may be substituted for the Bachelor’s degree requirement.

OR

Combination of education (not less than high school diploma/GED) and 5 years of experience within the previous 10 years. A minimum of 50% of the required years of experience must be in government or public sector.

LICENSES, REGISTRATIONS, AND CERTIFICATIONS: 

Employees in this classification must take and pass the Universal Public Purchasing Certification Council (UPPCC) test for certification as a Certified Professional Public Buyer (CPPB) within four years of hiring; failure to pass the test for certification is grounds for dismissal.

KNOWLEDGES, SKILLS AND ABILITIES

  • Knowledge of the theories, principles and practices of public procurement.

  • Knowledge of procurement laws, regulations and policies.

  • Knowledge of English usage, grammar and writing techniques.

  • Ability to communicate effectively both orally and in writing.

  • Ability to write commodity and service specification contracts.

  • Ability to investigate, analyze, negotiate and resolve non-complex commodity and service problems between user agencies and vendors.

  • Ability to locate sources of supply and to obtain competitive bids.

  • Ability to establish and maintain effective working relationships with vendors and contractors, City agency personnel, associates, and the general public.

  • Ability to maintain records and write reports.

ADDITIONAL INFORMATION

Background Check                                        

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed. 

Probation 

All persons, including current City employees, selected for this position must complete a mandatory six-month's probation.

Eligibility 

Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.                                                             

Education Accreditation 

Applicants’ education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org. 

SELECTION PROCESS

All candidates indicating the minimum qualifications on their applications will be placed on the eligible list without further examination. The training and experience of each candidate will be evaluated for appropriateness and quantity. It is essential, therefore, that you give complete and accurate information on your application. Vagueness or omission may prevent you from being considered for this position. Qualified candidates will not be listed in rank order.          

EXAMINATION PROCESS

Applicants must provide sufficient information on their application to show that they meet the minimum qualifications for this recruitment. Successful applicants will be placed on the employment certified eligible list for at least six months.

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. You may be required to complete supplemental questions to further examine specific Knowledge, Skills and Abilities of the position. Therefore, it is important that you provide complete and accurate information on your application

Financial Disclosure 

This position is required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law. The initial financial disclosure must be submitted within 30 days of hire.
