The Positions
The Malaysia Data Center market is rapidly growing and has been identified as a key market for STACK APAC. As such, we are building out our in-country business and delivery capability to support our current market opportunities in Johore Bahru.

STACK’s Construction Services Manager (Resident Engineer) acts as the on-site technical representative of the owner, responsible for day-to-day supervision of construction works, ensuring compliance with design, specifications, quality standards, and local regulatory requirements.

This role focuses on execution assurance rather than project ownership, providing technical oversight, inspection, and coordination to ensure the works are delivered safely, correctly, and in full compliance with ASEAN statutory requirements.

Essential Functions

Site Supervision & Execution Oversight

· Provide full-time site supervision of construction activities

· Ensure all works are executed in accordance with:

o Approved drawings and specifications

o Method statements and shop drawings

· Monitor contractor workmanship, sequencing, and adherence to plans

· Identify and flag deviations, non-conformances, and risks.

Technical Compliance & Inspection

· Review and verify:

o Shop drawings

o Method statements

o Material submittals

· Conduct inspections for:

o Civil, structural, architectural, and MEP works

· Issue and track:

o Site instructions (SI)

o Non-conformance reports (NCRs)

o Defect observations

· Ensure proper closure of all inspection findings

Regulatory & Authority Compliance (ASEAN)

· Ensure works comply with local codes, standards, and authority requirements, including:

o Building authority regulations

o Fire safety requirements

o Environmental compliance

· Coordinate and witness:

o Authority inspections (e.g., BCA, SCDF, BOMBA, etc.)

· Verify contractor readiness for:

o Statutory inspections

o Testing and certification

· Maintain compliance documentation for audits and approvals

Contractor Coordination

· Act as the primary on-site interface with contractors

· Attend and lead:

o Daily/weekly site coordination meetings

· Ensure contractors:

o Follow approved drawings and specifications

o Maintain proper manpower, tools, and sequencing

· Verify contractor progress against planned schedule

Quality Management (QA/QC)

· Enforce QA/QC procedures and inspection test plans (ITPs)

· Witness key inspections and hold points

· Ensure:

o Proper material usage

o Compliance with technical specifications

· Track and close:

o Punch lists

o Defects prior to handover

Health, Safety & Environment (HSE)

· Monitor contractor compliance with local HSE regulations, including:

o Singapore WSH, Malaysia OSHA, Indonesia K3, etc.

· Conduct site safety inspections and observations

· Report unsafe practices and ensure corrective actions

· Support incident reporting and investigation

Progress Monitoring & Reporting

· Track physical progress on site and validate contractor reports

· Identify delays and highlight risks to project team

· Provide:

o Daily/weekly site reports

o Progress updates against key milestones

· Support schedule reviews with actual site data

Testing, Commissioning & Handover Support

· Witness testing and commissioning activities

· Verify installation readiness for systems energization

· Ensure all systems are tested in accordance with specifications

· Support handover by ensuring:

o All defects are closed

o As-built documentation is complete

Statutory approvals are obtained

Key Performance Indicators (KPIs)

· Quality compliance (low NCRs and rework rates)

· Timely identification and resolution of site issues

· Successful first-time pass of inspections and testing

· Compliance with regulatory and authority requirements

· Accurate and timely site reporting

· Safety compliance observations

Key Details

Location: Johore Bahru, Malaysia

Travel: Limited (primarily assigned to project site)

Language: Native Malay; English (Business Level - Spoken & Written).

Must-have Qualifications

· Degree/Diploma in Engineering (Civil, Mechanical, Electrical, or equivalent)

· 8–12 years of site-based construction supervision experience

· Experience as:

o Resident Engineer / Site Engineer / Owner’s Engineer

· Strong familiarity with:

o Shop drawing reviews

o On-site QA/QC processes

o ASEAN regulatory frameworks

· Experience in data centers / mission-critical facilities strongly preferred
