Position Summary

Fairwinds Technologies is seeking an experienced Integrated Logistics Support (ILS) Manager to lead sustainment and lifecycle support efforts for the Japan AWACS Radio System Upgrade (RSU) Program. This role supports the modernization of four E-767 AWACS aircraft through the integration of advanced communications and avionics systems, including ARC-210 Gen 6 radios, SATURN capability, HF communications, and cryptographic upgrades.

The ILS Manager will lead logistics planning and execution across the program lifecycle, ensuring sustainment and supportability requirements are integrated into design, development, testing, installation, training, and fielding activities. Working closely with program management, engineering teams, government customers, OEMs, and subcontractors, the successful candidate will drive logistics product development, provisioning, technical publications, training, support equipment, and supply chain management for a complex military aircraft modification program.

This is a supervisory position.

Key Responsibilities

  • Develop, implement, and maintain the Integrated Logistics Support (ILS) Program and Integrated Logistics Support Plan (ILSP).
  • Ensure sustainment considerations are incorporated into system architecture, design reviews, integration activities, production planning, and lifecycle management.
  • Lead logistics activities supporting aircraft, laboratory, and ground system modifications.
  • Serve as the primary logistics interface with Program Management Offices (PMO), government representatives, OEMs, suppliers, and international customers.
  • Lead Logistics IPTs, Logistics Working Groups (LWG), Technical Manual Reviews, and Training Status Reviews.
  • Analyze sustainment impacts of avionics modifications and propose support strategies to minimize lifecycle costs.
  • Ensure avionics supportability requirements are incorporated into engineering and design reviews.
  • Lead development and execution of the Level of Repair Analysis (LORA), Reliability, Maintainability, and Testability (RM&T) assessments, provisioning recommendations, initial and lifecycle sparing strategies, maintenance concepts, and support equipment analyses.
  • Develop source, maintenance, and recoverability (SMR) recommendations.
  • Evaluate maintenance concepts and support two-level maintenance strategies.
  • Coordinate Technical Order Guidance Conferences, In-Process Reviews (IPRs), Certification and Verification activities.
  • Verify logistics products comply with customer and contractual requirements.
  • Ensure all courseware, instructional materials, and training devices support operational fielding requirements.
  • Develop and manage Supply Chain Management (SCM) strategies.
  • Lead provisioning efforts for spares, repair parts, consumables, tools, and support equipment.
  • Manage long-lead procurement planning and DMSMS mitigation activities.
  • Coordinate supplier performance and logistics readiness.
  • Ensure compliance with Government Furnished Property (GFP) accountability requirements.
  • Develop Support Equipment Recommendation Data (SERD) packages.
  • Support aircraft retrofit readiness reviews and installation planning activities.
  • Present logistics status, risks, mitigation plans, and sustainment readiness metrics to leadership and customers.
  • Provide logistics inputs to Integrated Master Schedules (IMS), risk management activities, and earned value reporting.

Required Qualifications

Education

  • Bachelor's degree in Logistics, Aerospace Engineering, Systems Engineering, Industrial Engineering, Aviation Management, Supply Chain Management, or related technical discipline.

Experience

  • 9+ years of Integrated Logistics Support experience.
  • 5+ years supporting military aviation, aerospace, or avionics programs.
  • Demonstrated experience supporting aircraft modification or modernization programs.
  • Strong background in logistics support analysis and sustainment planning.
  • Experience with technical manuals, provisioning, training development, and maintenance planning.
  • Experience supporting DoD acquisition programs.
  • Experience with AWACS, ISR, C2, airborne communications, or large aircraft mission systems.
