Position Summary 

The Readiness Training Development/Deployment Specialist will support Y-12 readiness assurance activities by developing, deploying, and supporting technical training curricula that contribute to position qualification and operational readiness. The role supports startup readiness efforts for assigned projects by ensuring training materials and delivery approaches align with DOE readiness expectations. 

This position requires experience with DOE Order 426.2A training development and delivery or experience designing, developing, or delivering highly technical training curricula that result in attendee position qualification. 

Responsibilities 

  • Design, develop, deploy, and support highly technical training curricula for Y-12 readiness assurance and startup authorization activities. 
  • Develop training products, qualification materials, lesson plans, delivery materials, evaluation tools, and supporting documentation aligned with DOE Order 426.2A or comparable technical training requirements. 
  • Support training and qualification activities that help demonstrate personnel readiness for safe and compliant operations. 
  • Coordinate with readiness assurance, training, engineering, operations, nuclear safety, quality, contractor assurance, and STR/Manager stakeholders to identify training needs and readiness impacts. 
  • Evaluate training materials and records as readiness evidence for operational readiness reviews and Startup Authorization support. 
  • Support web-based, on-site, and other required training activities as assigned, including documentation of attendance, completion, qualification status, or training effectiveness. 
  • Comply with Y-12/CNS quality, security, information protection, safety, training, badging, and conduct of operations requirements.

  • 5 years of training development and delivery experience with DOE Order 426.2A, or experience designing, developing, or delivering highly technical training curricula that results in attendee position qualification. 
  • Ability to develop technical training materials that support readiness assurance, personnel qualification, and operational readiness evidence needs. 
  • Ability to coordinate with technical subject matter experts and readiness personnel to translate complex requirements into effective training products. 
  • U.S. citizen with an active DOE Q clearance or the ability to obtain and maintain a DOE Q clearance. 
  • Ability to support Y-12 National Security Complex readiness assurance activities for projects subject to DOE Order 425.1D. 
  • Ability to collect, organize, evaluate, and defend technical evidence demonstrating that operational readiness requirements have been met. 
  • Technical familiarity with engineering, nuclear operations, nuclear safety, and startup/readiness issues associated with nuclear facility operations. 
  • Basic understanding of DOE Order 420.1C, DOE Order 425.1D, DOE Order 413.3B, DOE Standard 3006-2010, DOE-HDBK-3012-2003, and applicable readiness review practices. 
  • Ability to comply with CNS/Y-12 quality, security, conduct of operations, worker safety and health, information protection, badging, and site-specific training requirements. 
  • Ability to complete required GET, web-based, and on-site training prior to performing on-site work and throughout the assignment as directed by the STR/Manager. 

Preferred Qualifications 

  • Experience developing training for DOE, NNSA, nuclear operations, nuclear safety, conduct of operations, facility startup, readiness reviews, or high-hazard technical environments. 
  • Experience with training needs analysis, qualification standards, training records, training effectiveness evaluation, and readiness evidence documentation. 
  • Experience supporting Y-12, CNS, DOE, NNSA, or comparable highly regulated nuclear facility projects. 
  • Experience handling or working around UCNI, OUO, or CUI information in accordance with applicable information protection requirements. 
  • Experience working with STR/Manager direction, contractor assurance processes, readiness review evidence packages, and cross-functional technical teams. 
  • Local to Oak Ridge or able to support an approved telework and travel arrangement after initial training and STR/Manager approval. 

Education and Experience 

5 years of training development and delivery experience with DOE Order 426.2A, or experience designing, developing, or delivering highly technical training curricula that results in attendee position qualification.
