Job Description:

Join General Dynamics IT and be a part of the team of men and women that solve some of the world's most complex technical challenges. We are seeking an Export Integration Specialist to join the F-35 program in Arlington, Virginia.

 

The F-35 Joint Program Office (JPO) leads life-cycle management of the F-35 Lightning II, the fifth-generation joint strike fighter serving the U.S. Air Force, U.S. Navy, U.S. Marine Corps, Cooperative Program Partners (CPP), and Foreign Military Sales (FMS) customers across multiple classification levels.

Support includes Controlled Unclassified Information (CUI), Special Access Programs (SAP), North Atlantic Treaty Organization (NATO), and Sensitive Compartmented Information (SCI). The F-35 JPO Security Directorate provides full-spectrum, multi-disciplined security support to protect F-35 technology and information across the enterprise and throughout the acquisition and sustainment lifecycle, spanning Continental United States (CONUS) and overseas operations globally. 

The role of the Export Integration Specialist (Senior) is to provide SME-level guidance and senior-level interface for export control compliance and technology transfer integration supporting the F-35 JPO, ensuring all disclosures of controlled F-35 technology to international Partner nations and Foreign Military Sales (FMS) customers comply with applicable U.S. export control law and DoD disclosure policy: 

  • Support compliance with International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) across all F-35 JPO international program activities 
  • Coordinate export license applications, Technical Assistance Agreements (TAAs), and Manufacturing License Agreements (MLAs) with the State Department Directorate of Defense Trade Controls (DDTC) and DoD Defense Technology Security Administration (DTSA) 
  • Develop and maintain F-35 export control documentation, authorizations, and technology transfer records in accordance with U.S. Government disclosure policy frameworks and National Disclosure Policy (NDP) requirements 
  • Advise and assist the Government with export compliance planning for FMS letters of offer and acceptance (LOAs) and program-specific technology release packages 
  • Coordinate with the Foreign Disclosure Representative and International Security Specialists to integrate export control requirements with foreign disclosure and partner nation program security activities 
  • Develop and deliver export compliance training and awareness programs to F-35 JPO Government and contractor personnel 
  • Coordinate with the National Disclosure Policy Committee (NDPC) as required for F-35 Partner nation information releases 

Required Qualifications: 

  • Master's Degree, OR Bachelor's Degree plus four (4) years of additional work experience in export control, international security, or technology transfer 
  • A minimum of ten (10) years of experience in export control compliance for DoD programs, including ITAR/EAR compliance, TAA/MLA coordination, and FMS technology release processes 
  • Demonstrated knowledge of International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and Arms Export Control Act (AECA) requirements 
  • Experience coordinating with the State Department Directorate of Defense Trade Controls (DDTC) and DoD Defense Technology Security Administration (DTSA) on export license and agreement actions 
  • Top Secret/SAR clearance required

The likely salary range for this position is $111,155 - $150,385. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
