Manager, Supply Chain Compliance and Systems
Overview
Savannah River Mission Completion, LLC (SRMC) is seeking a Manager, Supply Chain Compliance and Systems to be based in our Aiken, SC location on the Savannah River Site.
The Manager, Supply Chain Compliance and Systems manages the day-to-day Purchasing Compliance department using a systematic approach for identification and resolution of complex compliance problems and establishing training requirements. They are responsible for ensuring compliance requirements are established and communicated to the department. This includes, but is not limited to, self-audit, compliance issue resolution, policy and procedure compliance requirements, education/training, and consultation and guidance on operational requirements. Responsible for the Procurement System Administration including implementation of any new systems. This includes revisions to existing procedures and training that is required resulting from system updates. Expectation of this position is to drive process improvements to increase productivity.
Responsibilities
- Responsible for the design, planning, coordination and implementation of the relevant policies, processes, and initiatives across all purchasing functions for compliance related requirements.
- Acts as subject matter expert and provides consultation and guidance to supply chain managers and employees.
- Reviews and provides feedback on documents such as Request for Proposals, Purchase Orders, Subcontracts, etc. to ensure compliance requirements.
- Develops, hones and executes new improved procurement strategies across all channels of purchasing.
- Manages and monitors all installed systems and infrastructure for the organization to be in line with company guidelines.
- Assists in the coordination of various teams testing and evaluating for the development of design and its implementation of the best output.
- Deals with work processes, optimization methods, and risk management tools for successful accomplishments of projects per to stakeholder requirements.
- Creates and executes programs that build self-sustaining teams that can drive ongoing process improvements and productivity.
- Oversees the development of the best practice processes in support of the procurement compliance infrastructure, including the enhancement of purchasing policies, operating procedures, and relevant forms and templates.
- Ensures compliance requirements are kept current and communicated to department and organization staff.
- Develops self-audit schedules, assesses and oversees all audit reporting requirements.
- Oversees the coordination, tracking, and responses to internal and external audits (e.g. DCAA, OIG).
- Prepares report that explain audit and self-assessment findings and provides recommended courses of action.
- Ensures all DOE Directives/Orders are incorporated and maintained in company policies, programs and procedures.
- Directs the creation, modification, organization and maintenance of department specific policies and procedures, forms and related documents.
- Ensures department level policies and procedures meet expectations of DOE Orders/Directives to ensure compliance and clarity. Directs changes and implements as necessary.
- Oversees the development and implementation of Supply Chain Management training requirements.
- Develops and manages tracking systems for compliance related issues and prepares reports on the status of investigations, findings, and remedial measures as required.
- Maintains confidentiality and proactively takes measures to protect sensitive data.
- Collaborates with the Legal and Internal Audit Departments.
- Contributes to and participates in improvement initiatives to support department and company mission and goals.
- Develops requirement documents and test plans for new Procurement systems.
- Develops process improvements to increase productivity within the organization.

Qualifications
- Bachelor's degree and progressive procurement/buying experience.
Additional Information:
- Individuals not possessing a bachelor’s degree may qualify with an additional five (5) years combination of secondary education and/or experience.
Preferred Qualifications
- Extensive NQA-1 experience is highly preferred
- 3+ years Construction Buying experience
- 5+ years’ experience in direct staff management
- Ability to effectively manage multiple tasks and projects
- Ability to assess assignments and distribute most effectively across the work team
- Strong communication and interpersonal skills including the ability to resolve issues which may be critical, sensitive or urgent in nature
- Demonstrated ability to work in a team environment as well as with all levels in the organization including people of different styles and background
- Strong time management and organizational skills
- Strong relationship-building skills and the ability to understand and adapt to changing priorities.
- Proficiency with MS Office Suite, and Experience with Costpoint preferred
- Knowledge of Department of Energy (DOE) and Federal Acquisition Register (FAR) regulations

Savannah River Mission Completion (SRMC), a prime contractor for the US Department of Energy, is responsible for managing the Department of Energy’s Savannah River Site’s Liquid Waste operations contract. Minimum Pay
USD $131,000.00/Yr.Maximum Pay
