General Summary:
This is a unique opportunity to shape the AI standards landscape in China at a pivotal moment in the industry's evolution. The role sits at the intersection of on-device AI, embodied intelligence, and AI data center/hyperscaler collaboration, covering both Consumer AI (smartphones, PCs) and IIoT & Physical AI (industrial IoT, humanoid robots, autonomous systems). The successful candidate will represent Qualcomm's interests across China's key AI standards bodies and build the ecosystem relationships needed to ensure Qualcomm's chipset platforms — e.g. Snapdragon SoC, QCS, and Hexagon NPU — are well-positioned in China-defined AI standards.
The candidate is expected to actively participate in and make technical contributions to China AI standards organizations including MIIT-TC1 (MIIT AI Standards Committee), SAC/TC28/SC42 (National AI Standards), SAC/TC591 (IoT & Robotics), CCSA TC11 (Mobile Internet & Terminals), TAF (Terminal AI), and MIIT-TC8 (Robotics). The candidate will develop technical proposals, present at working group meetings, build consensus, and proactively promote Qualcomm's AI technology positions. Attendance at standards meetings across China is an essential part of the job.
Beyond standards work, the candidate will drive ecosystem building with domestic AI players — including LLM/LMM providers (Baidu, Alibaba, Tencent, ByteDance, etc), hyperscalers, and device OEM/ODM partners — to promote Qualcomm's AI chipset platforms for both on-device inference and AI data center applications. This includes collaboration on LLM/LMM deployment on hyperscaler infrastructure and positioning Qualcomm's AI Data Center solutions in the China market.
The candidate will collaborate closely with Qualcomm's global standards, product, and business development teams, providing China-specific technical input and ensuring alignment between China standards activities and global strategy. The preferred location for this position is Beijing, China.
# KEY RESPONSIBILITIES
* Consumer AI Standards: Lead Qualcomm's participation in on-device AI operator/benchmark standards (MIIT-TC1 WG3/WG4/WG7, SAC/TC28 SC42), AI agent framework and A2A protocol standards (CCSA TC11, TAF), AI governance and terminal compliance (SAC/TC260, MIIT-TC1 WG8), and hybrid cloud-device AI architecture standards.
* IIoT & Physical AI Standards: Drive Qualcomm's engagement in humanoid robot AI standards (MIIT-TC1 WG6, SAC/TC591 SC5, MIIT-TC8), embodied intelligence and LLM-robot integration standards (MIIT-TC8 WG3, TC599), NPU/chip-level AI benchmarking (TC28), and AI safety & functional safety standards (TC591 SC5, MIIT-TC8 WG6, ISO TC299/IEC alignment).
* AI Data Center & Hyperscaler Collaboration: Develop and promote standards for LLM/LMM deployment on hyperscaler infrastructure; collaborate with domestic hyperscalers (Baidu, Alibaba, Tencent, ByteDance etc) to advance Qualcomm AI Data Center positioning in China.
* Ecosystem Building: Build and maintain relationships with domestic AI ecosystem players including LLM/LMM providers, device OEMs/ODMs, industrial AI solution providers, and robotics companies; support joint technical activities and co-promotion of Qualcomm AI platforms.
* Technical Contributions: Develop high-quality technical proposals and white papers; present at standards working group meetings; serve as editor, rapporteur, or working group officer as appropriate.
* Cross-functional Collaboration: Work closely with Qualcomm's global standards team, China business development, product management, and engineering teams to align China standards strategy with global priorities.
* Regulatory Engagement: Monitor and engage with MIIT, CAC, and SAC regulatory activities related to AI; provide technical input to government consultations and policy processes.
