Job Description: HSSE Manager
Location: Heredia, CR

Client: Client Site
Position Type: Full-time


Lead and implement comprehensive Health, Safety, Security, and Environmental (HSSE) programs at the client's facilities, ensuring full regulatory compliance, fostering a proactive safety culture, minimizing risks, and protecting employees, assets, and the environment while supporting operational excellence and business continuity.

Key Responsibilities

  • Develop, implement, and maintain comprehensive HSSE policies, procedures, and programs aligned with local regulations (NOMs, STPS), international standards (ISO 45001, ISO 14001), and client-specific requirements.
  • Conduct regular risk assessments, safety audits, and workplace inspections to identify hazards, evaluate risks, and implement corrective and preventive actions across all facility operations.
  • Lead incident investigation processes for accidents, near-misses, and security events, performing root cause analysis, documenting findings, and implementing measures to prevent recurrence.
  • Manage emergency response preparedness including development of emergency action plans, coordination of evacuation drills, fire safety programs, and crisis management protocols.
  • Provide HSSE training and awareness programs to employees, contractors, and visitors, ensuring competency in safety procedures, emergency response, and environmental protection practices.
  • Monitor and report HSSE performance metrics and KPIs (incident rates, lost time injuries, environmental compliance), presenting data to leadership and identifying trends for continuous improvement.
  • Ensure compliance with environmental regulations including waste management, emissions control, water conservation, and sustainability initiatives aligned with client ESG goals.
  • Serve as primary liaison with regulatory authorities, conducting inspections coordination, permit management, and ensuring all certifications and legal documentation remain current.



Position Requirements

  • Education: Bachelor's degree in Occupational Health and Safety, Environmental Engineering, Industrial Engineering, or related field. Master's degree or specialized certifications desirable.
  • Experience: Minimum 5-7 years in HSSE management roles, preferably in corporate, industrial, or facilities management environments with proven track record in program implementation and regulatory compliance.
  • Languages: Bilingual - Spanish and English (advanced-fluent), capable of delivering training, preparing technical reports, and communicating effectively with international stakeholders in both languages.
  • Technical Knowledge: Expert knowledge of Mexican safety regulations (NOM-002-STPS, NOM-019-STPS, civil protection), ISO management systems (45001, 14001), and HSSE best practices. Proficiency in incident management software and reporting tools.
  • Leadership Competencies: Strong leadership and influencing skills to drive safety culture change, excellent communication and training delivery abilities, and proven capability to work cross-functionally with operations teams.
  • Availability: Flexibility to respond to emergency situations outside regular hours when required. Valid driver's license.



Desired Skills

  • Professional safety certifications such as CSP (Certified Safety Professional), NEBOSH International Diploma, CMIOSH, or equivalent international credentials.
  • Experience with integrated management systems and corporate sustainability programs, including carbon footprint reduction, waste minimization, and environmental impact assessments.
  • Knowledge of OSHA standards, NFPA codes, and international HSSE frameworks relevant to multinational corporate environments.
  • Advanced data analysis skills with ability to develop dashboards and present HSSE metrics using tools like Power BI, Excel, or specialized EHS software platforms.
  • Experience in the technology, manufacturing, or corporate real estate sectors with understanding of sector-specific hazards and control measures.
  • Certifications in emergency response (first aid, fire safety, hazmat), industrial hygiene, or environmental auditing (ISO 14001 Lead Auditor).
