Role Overview

The Non-financial Regulatory Reporting Operations Governance Lead is a senior management level position accountable for management of complex professional disciplinary areas. Manages multiple teams through other managers. Requires a comprehensive understanding of multiple areas within a function and how they interact to achieve the objectives of the function. Generally accountable for delivery of a full range of services to Services organization across a number of MEA markets. Excellent communication skills required to negotiate internally, often at a senior level. Some external communication may be necessary. Accountable for the end results of an area. Exercises control over resources, policy formulation and planning.

Responsibilities:

  • Monitoring and accessing the implications of existing and opposed regulation, and discussing with the executive management for potential solutions. This may include regulations related to specific product or macro /systemic regulation, including standards to comply with regulations from other central banks and regulatory authorities.
  • Manage regulatory reporting project management ownership (business requirements, analysis and testing) for timely delivery of regulatory solutions.
  • Analyzes new risk-related guidelines, best practice standards, rules and regulations.
  • Partner with a wide range of senior bank and risk management colleagues, as well as external stakeholders such as regulators / auditors.
  • Initiates feedback session with Regulator authorities to understand strength and focused areas. Leverages feedback to influence change throughout the organization.
  • Identifies and sponsor programs for the development opportunities for key individuals that help them gain broad exposure and experience. Influence organization initiatives to develop talent, knowledge and refine skills of organization. Modeling positive reward and recognition behavior consistently. Influences or leads efforts (e.g. succession planning, project assignments) that support organization and employee development. Recruits’ top talent and commits to developing. Ensures diverse talent pipeline at all levels.
  • Collaborate with stakeholders to implement process changes, improve productivity, and optimize reporting efficiency.
  • Effectively manages and mitigates risks / issues while ensuring continued compliance with internal and regulatory requirements.
  • Conduct periodic assessment to identify areas of weakness, reporting deficiencies and communicate findings to the stakeholders.
  • Facilitates discussions with required stakeholders for ways to improve data quality and mitigate potential risks.
  • Analyze and evaluate the gaps identified in regulatory reporting and drive improvement where needed. Open CAPS as appropriate and work with the relevant stakeholders on remediation and successful closure of the CAPs/issues within the assigned target date.
  • Address risks in the process. Drive MCA control effectiveness by making sure that the risks involved in regulatory reporting are properly evaluated, control lapses are identified, and effective remediation plans are built to bring the risks at minimum levels.
  • To align with firm-wide initiative of transitioning away from manual touch points to straight through processing of preparing regulatory reports.
  • Supervise Audit reviews and assist in providing justification to any observations &/or comments from the auditors on regulatory reporting.
  • Ensure all the do’s and don’ts as listed in Regulatory Reporting Framework are followed while directly communicating and dealing with the regulatory authorities.
  • Manage breaches, misses & / or concerns in regulatory reporting, and ensure that the team informs the senior management instantly through a predefined escalation template.

Qualifications:

  • 10+ years of relevant experience
  • Language requirements: Fluent in English and French, both written and verbal. Arabic will be an advantage.
  • Thorough knowledge of financial and regulatory reporting as well as experience from the business and/or technical area desired.
  • Familiarity with regulatory landscape facing global banks. Ideally, have worked in banking industry or regulators institutions.
  • Prior experience in managing Regulatory Inspections and Audits within a financial services company.
  • Professional ability and presence to interact with Senior Bank, Regulatory and Audit Management.
  • Proven relationship management skills with ability to deepen relationships and build partnerships across the business, executive leadership and key functional support areas like Government Affairs, Communications, Legal, Compliance, Control, in-business Risk and Independent Risk.
  • Project management experience with the proven ability to develop project plans and drive a diverse group of stakeholders to achieve milestones and deadlines.
  • Proven ability to manage multiple, concurrent large-scale projects from ideation through testing and implementation.
  • Knowledge of banking (Payments & Receivables, International Trade, Corporate Cards, Onboarding) domain especially regulatory reporting and basic understanding of various policies.
