Department Overview
The Enterprise Data Risk Management (DRM)'s Oversight function is responsible for advising, monitoring, challenge, and control testing adherence to Enterprise Data and Information Management Policy, Standards, and the TD Bank Group Data Risk Management Framework. The team defines and communicates challenge requirements and assesses reporting metrics and analytics for input to challenge.
This is an exciting opportunity to join as a Data Risk Specialist within the Oversight and Challenge Architecture and Data Quality Team.
Role Overview
The Data Risk Specialist is responsible for providing independent oversight, challenge, and advisory support on enterprise data risk management practices across the organization. This role supports the execution of the Enterprise Data Risk coverage plan by assessing data risk exposures, challenging control design and effectiveness, and promoting strong governance, data management, and risk remediation practices.
The successful candidate will bring a strong understanding of risk management principles, data governance, regulatory expectations, and enterprise data management practices. They will work closely with business, technology, control, and governance partners to evaluate data-related risk, identify emerging issues, and drive improvements in control maturity, reporting quality, and risk transparency.
This role requires a strategic thinker with strong analytical capability, sound judgment, and the ability to influence stakeholders across multiple levels of the organization.
Key Accountabilities
The Data Risk Specialist will:
- Support the delivery of the Enterprise Data Risk coverage plan through targeted reviews, thematic assessments, ongoing monitoring, and risk-based challenge activities.
- Provide independent second line oversight and challenge on data risk management practices, including governance, ownership, controls, issue management, and remediation plans.
- Assess the design and effectiveness of controls related to key data risk domains such as:
- data governance
- data quality
- data lineage
- metadata management
- critical data elements
- data ownership and stewardship
- data issue management
- data controls across business processes and reporting
- Evaluate whether business and corporate functions are appropriately identifying, assessing, managing, and escalating data risk exposures.
- Review and challenge risk, control, and governance artifacts including risk assessments, control inventories, standards adherence, issue remediation plans, and management reporting.
- Contribute to the development of data risk perspectives, thematic insights, and reporting for senior management and governance forums.
- Identify emerging trends, material gaps, and cross-enterprise themes impacting data risk and recommend appropriate actions.
- Support the effective linkage between data risk management practices and broader enterprise risk disciplines, including operational risk, model risk, technology risk, compliance, and regulatory risk.
- Monitor deliverables tied to the coverage plan and ensure observations, actions, and outcomes are documented clearly and traceably.
- Build strong working relationships with first line and second line partners to promote risk transparency, accountability, and continuous improvement.
- Contribute to the evolution of Enterprise Data Risk methodologies, challenge approaches, and risk reporting practices.

Enterprise Data Risk & Governance
- Data risk frameworks, taxonomies, and risk assessment methodologies
- Data governance operating models, including roles for data owners, stewards, and control partners
- Enterprise standards for data management, quality, lineage, retention, and control oversight
- Data issue identification, escalation, root cause analysis, and remediation tracking
Risk Oversight & Challenge
- Independent challenge of control environments, governance practices, and remediation plans
- Assessing control design and operating effectiveness in a risk and compliance context
- Preparing clear, evidence-based challenge points, observations, and recommendations
- Translating technical data issues into business risk implications for leadership audiences
Coverage Plan Delivery
- Executing risk-based reviews and assessments aligned to a defined annual or multi-year coverage plan
- Tracking review outcomes, thematic issues, and action closures
- Identifying priority areas for oversight based on materiality, regulatory change, control weaknesses, and business transformation activity
- Supporting enterprise and senior management reporting with concise, actionable insights
Data Management Capabilities
- Data quality controls, monitoring, and issue remediation
- Data lineage, critical data element management, and metadata transparency
- Risk and control implications of end-to-end data flows, especially across key reporting and decision-making processes
- Understanding of data architecture, transformation points, and manual control dependencies
Regulatory & Industry Expectations
- Experience interpreting and applying regulatory expectations and industry principles related to data governance, risk data aggregation, reporting, and controls
- Familiarity with expectations tied to enterprise risk management, audit readiness, and governance effectiveness
- Ability to assess whether internal practices align with evolving standards and supervisory expectations

Qualifications / Experience
- Undergraduate degree in business, finance, risk management, data, technology, or a related field
- Relevant experience in risk management, data governance, data management, audit, compliance, enterprise controls, or related oversight functions
- Experience in financial services or another highly regulated environment is preferred
- Experience supporting governance reviews, control assessments, risk reporting, or regulatory / audit interactions is an asset
- Familiarity with enterprise data tools, risk reporting, issue management workflows, and governance forums is preferred
