Flight and Ambulance Internal Evaluation Program Manager

Job Description:

The IEP Manager is responsible for the development, implementation, and oversight of the Internal Evaluation Program at Intermountain Flight & Ambulance Services in accordance with FAA AC 120-59B, CAMTS, and other industry standards. This position reports to the Sr. Manager - Aviation Safety Programs and allows the organization to proactively identify and correct safety, operational, and regulatory weaknesses.

Essential Functions

  • Develops and implements an Internal Evaluation Program (IEP) that adheres to the guidelines in FAA AC 120-59B. Develops and implements an IEP Manual, risk-based audit/evaluation schedule, and applicable checklists.
  • Utilize external and internal sources to develop internal evaluations. Conducts and/or delegates scheduled and ad hoc audits and evaluations of the entire organization. Conducts and/or delegates scheduled and ad hoc audits and evaluations of external entities/vendors.
  • Identifies areas of non-compliance, issues corrective action requests, make recommendations as necessary, monitor and assist in development of correction plans, and verify implementation of controls. Assists with responses to regulators and industry bodies regarding audits, inspections, and letters of investigation (LOI).
  • Assist with safety and quality investigations, including root-cause analysis. Coordinates and facilitates external evaluations (CAMTS, FAA, others).
  • Performs trend analysis on areas of non-compliance, identifying associated risk. Prepares and presents IEP data to the safety team, Part 119 team, and operations council. Ensures interfaces between the IEP, safety management system (SMS), and other organizational safety assurance programs.
  • As part of safety promotion, provides quality assurance related training to other company employees.
  • Researches regulatory compliance issues and provides recommendations for changes to policies, procedures, and manuals to ensure compliance.

Minimum Qualifications

  • Aviation leadership experience (program management level and above) in operations, maintenance, dispatch, safety, quality, or regulatory compliance roles with a 14 CFR Part 121, Part 135, or Part 145 certificate holder (or military or foreign equivalent).
  • Knowledge of aviation safety management systems.
  • Knowledge of Part 135 regulations, other applicable regulations and standards.
  • Knowledge of quality assurance principles, including auditing, root cause analysis, and corrective actions/mitigations. 
  • Knowledge of aviation maintenance and aviation operations management terminology and software.
  • Knowledge of aircraft maintenance records, pilot records, and other aviation operations records.
  • Knowledge of safety performance indicators (SPIs).
  • Excellent communication, organizational, and planning skills.
  • Ability to work with minimal supervision, work collaboratively, set realistic project goals and deadlines, with consistent delivery.
  • Ability to give directions to and follow up with several investigators and analysts.

Preferred Qualifications

  • Four plus years of aviation experience with increasing responsibility and complexity.
  • Associate or bachelor's degree in aviation safety, aviation management, aviation science, or similar field or an additional 2+ years of experience in aviation IEP, Quality, or Compliance auditing.
  • FAA certificate (A&P, Commercial Pilot/ATP, Dispatch, or foreign equivalent).
  • Previous supervisory experience in aviation operations, safety, quality, or regulatory compliance.
  • Previous certification as an auditor (IATA/IOSA, IBAC/IS-BAO, ARGUS, ISO 9001, AS9100, or similar).
  • Previous experience at an air ambulance operator.
  • Knowledge of helicopter air ambulance operations (14 CFR Part 135 Subpart L).  
  • Knowledge of CAMTS and other applicable air medical transport standards.

Physical Requirements

  • Ongoing need for employee to see and read information, documents, monitors, identify equipment and supplies, and be able to assess customer needs. 
  • Frequent interactions with providers, colleagues, customers, patients/clients, and visitors that require employee to verbally communicate as well as hear and understand spoken information, needs, and issues quickly and accurately. 
  • Manual dexterity of hands and fingers to manipulate complex and delicate equipment with precision and accuracy. This includes frequent computer use for typing, accessing needed information, etc.
