You Are:

The Healthcare Delivery Lead is responsible for planning, coordinating, and delivering digital solutions across Quebec’s healthcare network. Serving as a key liaison between technical teams, clinical stakeholders, and leadership, this individual leads projects in accordance with Agile best practices and the specific requirements of Quebec’s public healthcare sector (Santé Québec).

The incumbent ensures value is delivered in an iterative, predictable manner aligned with Santé Québec’s strategic priorities and the regulatory requirements governing the healthcare network. Their in-depth understanding of the healthcare ecosystem enables them to navigate effectively within a complex, multi-stakeholder environment where initiatives have significant clinical impact.

The Work:

Project Delivery and Management

  • Plan, orchestrate, and deliver healthcare digital transformation projects from concept through production deployment while meeting agreed timelines, scope, and budgets.

  • Maintain clear delivery dashboards and provide regular status updates to stakeholders, leadership teams, and Santé Québec representatives.

  • Proactively identify, document, and manage risks, dependencies, and obstacles that may impact delivery.

  • Coordinate multidisciplinary teams, including developers, solution architects, business analysts, clinicians, and healthcare leadership representatives.

  • Manage relationships with vendors and technology partners in compliance with Quebec public sector procurement regulations (SEAO, RENA).

Agile Delivery

  • Lead delivery using Agile frameworks tailored to project needs (Scrum, Kanban, SAFe), ensuring disciplined execution of ceremonies such as sprint planning, daily stand-ups, reviews, and retrospectives.

  • Act as an Agile facilitator and coach, fostering a culture of continuous delivery, iterative improvement, and collective accountability.

  • Manage and prioritize backlogs in close collaboration with Product Owners and clinical stakeholders, maximizing value delivered during each iteration.

  • Adapt delivery frameworks based on project complexity, whether a standalone initiative, a multi-team SAFe program, or a portfolio of concurrent projects.

  • Establish and monitor Agile performance metrics, including velocity, lead time, cycle time, defect rates, and user satisfaction.

Cloud Solution Delivery

  • Oversee delivery of cloud-based solutions (Azure, AWS, GCP) while ensuring compliance with Quebec healthcare data sovereignty requirements, including Canadian data residency and Law 25.

  • Partner with solution architects to ensure alignment between cloud architecture strategy and delivery plans.

  • Coordinate cloud environment deployment activities (development, testing, production) leveraging CI/CD pipelines and DevSecOps practices.

  • Anticipate and manage migration, integration, and stabilization challenges associated with cloud implementations in healthcare environments.

  • Ensure security and compliance practices are embedded throughout the delivery lifecycle in collaboration with cybersecurity teams.

Governance and Stakeholder Management

  • Facilitate project steering committees and governance forums within Santé Québec, ensuring informed decision-making and effective tracking of commitments.

  • Prepare and present status reports, variance analyses, and change requests to IT leadership and clinical executives.

  • Act as a liaison with Santé Québec teams, RAMQ, and other provincial partners involved in project delivery.

  • Ensure projects comply with organizational IT governance frameworks (LGGRI, CRAEG, and internal information security policies).

Continuous Improvement and Leadership

  • Contribute to the enhancement of delivery practices within the IT organization, including project templates, quality review processes, Agile rituals, and post-mortem methodology.

  • Mentor junior Project Managers and Scrum Masters in Agile delivery and cloud implementation practices.

  • Stay informed on emerging trends and best practices in digital health delivery both within Quebec and internationally.

Here’s What You’ll Need:

  • A University Degree is required for this position

  • One or more of the following certifications required:

    • PMP (Project Management Professional)

    • SAFe (Scaled Agile Framework – SA, SPC, or RTE)

    • CSM / PSM (Certified Scrum Master / Professional Scrum Master)

    • PRINCE2 Practitioner

  • 7+ years of experience in project management or IT solution delivery including at least three

  • 3+ years in project management or IT solution delivery within the Quebec healthcare sector or Quebec public sector.

  • Demonstrated experience delivering Agile projects within large-scale digital transformation initiatives.

  • Experience leading cloud deployment projects (Azure, AWS, or GCP), including migration, integration, and stabilization phases.

  • Experience working with organizations within Quebec’s healthcare system (Santé Québec, Academic Health Centres, etc.) and understanding public-sector decision-making processes.

  • Experience managing multi-project portfolios and coordinating programs involving multiple teams simultaneously.

  • PMP / PMBOK, PRINCE2.

  • Strong expertise in scope, schedule, budget, risk, and stakeholder management.

  • Scrum, Kanban, SAFe (PI Planning, ART, RTE).

  • Agile metrics and project delivery tools including Jira, Azure DevOps, Confluence, and Trello.

  • Experience overseeing deployments on Azure, AWS, and GCP.

  • CI/CD coordination, DevSecOps practices, and management of development, testing, and production environments.

  • Knowledge of LGGRI compliance requirements, CRAEG governance standards, SEAO/RENA procurement rules, and vendor contract management within the public sector.

  • Ability to prepare governance reports, lead steering committees, and communicate effectively with executive and operational stakeholders in French.

Knowledge of Quebec’s Healthcare Ecosystem

  • Strong understanding of Quebec’s healthcare network, including the structure of Santé Québec organizations, leadership functions (DI, DSP, DQEPE), clinical-administrative processes, and digital transformation challenges.

  • Knowledge of Santé Québec strategic priorities and the healthcare network’s Digital Transformation Plan.

  • Familiarity with clinical systems and provincial healthcare platforms used across Quebec.

  • Understanding of legislation relevant to healthcare IT projects, including:

    • Law 25

    • Act Respecting Health and Social Services (LSSSS)

    • LGGRI

    • Commission d’accès à l’information (CAI) directives

    • Information security policies

  • Knowledge of privacy, data sovereignty, and Canadian-hosted cloud requirements for healthcare projects.

  • Familiarity with provincial and national digital health initiatives such as:

    • DSQ (Dossier Santé Québec)

    • Canada Health Infoway

    • PrescribeIT®

Bonus Points If:

  • A Master’s degree

  • Experience delivering interoperability and clinical systems integration projects (EMR/EHR, LIS, DSQ).

  • Knowledge of digital health maturity models such as HIMSS EMRAM, INFRAM, and DLTAM.

  • Experience with project portfolio management tools such as Microsoft Project Online, Planview, and ServiceNow PPM.

  • Understanding of ITIL practices (incident, change, and release management) in mission-critical healthcare environments.

  • Experience supporting large-scale transformation programs involving multiple clinical and administrative departments simultaneously.

Compensation at Accenture varies depending on a wide array of factors, which may include but are not limited to the specific office location, role, skill set, and level of experience.
