Your day at NTT DATA
The Director, P&C Programme Management Office (PMO) is responsible for establishing and leading the global delivery, governance, programme management and change management capability for People & Culture. 

This role owns the P&C programme portfolio and is accountable for ensuring all strategic, transformational, operational excellence, technology and organization change initiatives are delivered consistently, effectively and in alignment with enterprise priorities. 

The Director will establish the standards, methodologies, governance frameworks, reporting requirements, escalation processes, delivery controls and project management disciplines that govern how programmes and projects are initiated, managed, reported and delivered across P&C globally. 

Leading a team of Programme Managers, Project Managers, Business Analysts and Change Management professionals, this role acts as the central point of coordination for all P&C initiatives and ensures strategic outcomes are translated into measurable business value. 


KEY RESPONSIBILITIES 

P&C Portfolio Leadership 

  • Own and manage the global P&C programme and project portfolio. 
  • Establish portfolio management processes for prioritisation, governance, demand management and resource allocation. 
  • Ensure alignment between P&C initiatives, strategic objectives and enterprise transformation programmes. 
  • Monitor programme delivery performance, benefits realisation and organisational impact. 
  • Provide executive oversight across all P&C projects and transformation initiatives. 

Programme Governance & PMO Excellence 

  • Establish and lead the P&C PMO. 
  • Develop and maintain programme governance frameworks, methodologies and standards. 
  • Define and implement project lifecycle methodology, governance processes, stage gate reviews, RACI frameworks, risk and issue management, change control, escalation frameworks, reporting standards and benefits realisation approaches. 
  • Ensure consistent application of PMO standards across all P&C programmes. 

Delivery Management 

  • Lead end-to-end delivery of complex global P&C programmes. 
  • Manage programme interdependencies, risks, budgets and schedules. 
  • Drive transparency through robust programme reporting and health assessments. 
  • Ensure effective stakeholder management across global P&C leadership teams. 
  • Support delivery of HR technology implementations, shared services transformations, operating model changes and organisational initiatives. 

Change Management Leadership 

  • Create and institutionalise a global P&C change management methodology. 
  • Lead organisational readiness strategies for major transformation initiatives. 
  • Ensure adoption, engagement and change outcomes are measurable and sustainable. 
  • Oversee communication, stakeholder engagement, training and adoption plans. 
  • Build strong relationships with business leaders to support change initiatives. 

Governance, Risk & Escalation Management 

  • Establish enterprise-grade programme controls. 
  • Define escalation criteria, risk thresholds and decision-making protocols. 
  • Facilitate programme steering committees and executive governance forums. 
  • Ensure programme risks and dependencies are actively managed and mitigated. 
  • Implement appropriate audit and compliance controls across programme delivery. 

Reporting & Executive Insights 

  • Define and govern all P&C programme reporting standards. 
  • Establish executive dashboards and portfolio health reporting. 
  • Develop KPIs, success measures and programme scorecards. 
  • Deliver regular reporting to executive leadership teams. 
  • Provide data-driven insights and recommendations to support decision making. 

People Leadership 

  • Build and lead a high-performing team of Programme Managers, Project Managers, Change Managers, Business Analysts and PMO Analysts. 
  • Develop career pathways, capability frameworks and professional development plans. 
  • Foster a culture of accountability, collaboration and delivery excellence. 
  • Act as a coach and mentor for programme and project management professionals. 

KEY DELIVERABLES 

  • Global P&C PMO established and operational. 
  • Standardised project and programme delivery methodology implemented. 
  • P&C governance framework embedded globally. 
  • Executive reporting and portfolio dashboards operational. 
  • Standard project templates and artefacts adopted across P&C. 
  • Risk, issue and escalation frameworks embedded. 
  • Change management methodology established. 
  • Benefits realisation and value tracking processes implemented. 
  • Consistent and predictable project delivery outcomes across P&C. 

EXPERIENCE & QUALIFICATIONS 

Required 

  • 15+ years of programme management, portfolio management or PMO leadership experience. 
  • 10+ years leading large-scale transformation programmes. 
  • Experience establishing and leading enterprise PMOs. 
  • Experience leading global HR, People & Culture, Shared Services or business transformation programmes. 
  • Demonstrated success delivering complex, multi-country transformation initiatives. 
  • Exceptional stakeholder management and executive communication skills. 
  • Strong financial management and benefits realisation expertise. 
  • Experience implementing governance frameworks and delivery methodologies. 

Preferred 

  • Experience with HRIS implementations such as SuccessFactors, Workday, Oracle HCM or equivalent. 
  • Experience in Global Business Services, shared services or Centres of Excellence environments. 
  • Knowledge of change management methodologies. 
  • PMP, PgMP, MSP, PRINCE2, Agile or equivalent certification. 
  • MBA or advanced business qualification.

  • 95%+ programme milestones delivered on schedule. 
  • Portfolio delivered within agreed financial tolerances. 
  • Executive stakeholder satisfaction above 90%. 
  • 100% adherence to PMO governance standards. 
  • Reduction in programme delivery risk exposure. 
  • Consistent executive reporting across all P&C programmes. 
  • Achievement of agreed programme benefits and business outcomes. 
  • High adoption and successful organisational change outcomes.
