The incumbent serves as Director of the Veterans Affairs (VA), Financial Services Center (FSC), Integrated Financial and Acquisitions Management System (iFAMS) Service. Primary responsibilities include ensuring the successful transition of all VA administrations to iFAMS through coordination between the Financial Management Business Transformation (FMBT) Office, FSC Services, and VA administration and staff offices. The incumbent reports directly to the VA FSC Chief Accounting Officer (CAO) and coordinates with the VA Deputy Assistant Secretary (DAS) for FMBT (SES), FSC Executive Director (SES), FSC Executive IT Director (SES), FSC Deputy Director (SES), Chief Management Officer, other Chief Officers as well as FSC Service Directors and senior managers both internal and external to FSC. The incumbent is responsible for establishing and maintaining an integrated system of financial staff support services for the purpose of ensuring a successful transition of VA organizations to a new enterprise accounting and acquisitions system. The incumbent ensures effective management control over key VA enterprise-wide financial processes including iFAMS nationwide accounting, iFAMS systems oversight, iFAMS operations, iFAMS readiness, and iFAMS training. The incumbent provides analysis, strategic decision making, and advice in the design, adaptation, or installation of automated financial systems. The incumbent is responsible for interpreting Federal and VA policies, regulations, and laws, developing or implementing local policies, defining administrative and financial requirements, managing the entrepreneurial activities under the VA Franchise Fund, and providing advice to the FSC Executive Director and Chief Accounting Officer. The incumbent is responsible for the oversight of strategic planning, performance measurement, business development, establishment of goals, objectives, and long-range plans as they pertain to his/her domain of responsibility. Major Duties Include but are not limited to: Deploy and administer the nationwide accounting system designed to track, reconcile, and report on programs and/or appropriations for which the agency has legislative oversight responsibility. Administers a comprehensive system oversight program ensuring availability, problem resolution, and effective operation. Provides national accounting support to field stations including processing biweekly payroll rejects, journal vouchers, and reviewing monthly reports and general ledger balances. Spearheads data cleansing efforts ensuring completeness and accuracy of historical data. Provides expert advice on the interpretation of account regulations and impact of new legislation or program initiatives. Identifies and leads activities ensuring continuous process improvements and efficiencies are realized. Assumes responsibility for underperforming functions from other agency organizations; evaluates underlying problems; and implements a plan to improve performance. Manages assigned Financial Services Center product lines with responsibility for profit and loss.
