POSITION OVERVIEW:

The Learning & Development Advisor is a part-time, remote advisory role supporting the Quanta Leadership Academy. The Advisor observes and participates in Academy courses, provides structured feedback on curriculum content, facilitation quality, and participant experience, and recommends enhancements that strengthen the leadership development pipeline across Quanta Government Solutions. This position is advisory in nature and does not carry program ownership, budget authority, or supervisory responsibility. The Advisor reports directly to the Director, People & Workforce Operations.

What You'll Do

  • Attend and observe Quanta Leadership Academy courses, evaluating curriculum content, facilitation effectiveness, and participant engagement against stated learning objectives.
  • Provide written and verbal insight feedback to the President and the People & Workforce Operations team following each course cycle, including specific, actionable recommendations for enhancement.
  • Advise on the design and sequencing of Academy content, learning materials, and assessment methods to align leadership development with enterprise and program needs.
  • Serve as a subject matter resource on adult learning principles, leadership competency models, and learning evaluation practices; contribute to periodic refresh of Academy curriculum.
  • Support measurement of learning effectiveness by recommending evaluation criteria and helping interpret participant feedback and outcome data.
  • Work a part-time, variable schedule of approximately 5 to 20 hours per week, remotely, with hours aligned to the Academy course calendar; occasional travel to course locations and periodic evening sessions may be required.
  • Perform other related duties as assigned.

What You'll Bring

Required Education and Experience

  • Bachelor's degree in Human Resources, Organizational Development, Education, Business Administration, or a related field; equivalent combination of education and experience will be considered.
  • 3 to 6 years of progressive learning and development experience, including the design, facilitation, or evaluation of leadership development programs for adult professional learners.
  • Demonstrated ability to deliver candid, constructive feedback to executive-level stakeholders.
  • Ability to work independently in a fully remote setting with reliable connectivity and a suitable work environment.

Preferred Education and Experience

  • Learning and development experience within engineering, construction, energy, or federal contracting environments; familiarity with DOE or NNSA program settings is a plus.
  • Experience with learning management system administration (Cornerstone OnDemand preferred) and established learning evaluation frameworks.
  • Prior experience in an advisory, fractional, or consulting capacity supporting an internal leadership academy or corporate university.

Preferred Licenses/Certifications

  • ATD Certified Professional in Talent Development (CPTD) or Associate Professional in Talent Development (APTD).
  • SHRM-CP or SHRM-SCP.
  • Certification in a leadership assessment or coaching methodology (for example, DiSC, Hogan, EQ-i, or ICF credential).
