About the Role 

The Oracle HR Reports Developer designs and manages enterprise HR reporting and analytics across BIP, OTBI, FDI, and FAW / Lakehouse, turning business requirements into reliable reports, dashboards, data pipelines for global HR, Compensation, Talent, Payroll, and Operations teams. 

This role partners with the AI System Architect and HR Technology lead to ensure reporting solutions are accurate, scalable, and governance aligned. 

Key Responsibilities 

Oracle BI Publisher (BIP) 

  • Design, develop, and maintain BIP reports and templates (RTF, Excel, and eText) for HCM, Talent, Benefits, and Compensation. 

  • Build and optimize data models, SQL queries, and flexfield-based reporting solutions. 

  • Configure report bursting, scheduling, and automated distribution. 

  • Develop regulatory, compliance, audit, and operational reporting extracts. 

  • Manage BIP catalog governance, security, version control, and environment migrations. 

Oracle Transactional Business Intelligence (OTBI) 

  • Develop and maintain OTBI analysis, dashboards, KPIs, and self-service reporting solutions across Oracle HCM modules. 

  • Design user-friendly analytics using filters, prompts, hierarchical views, and interactive dashboards. 

  • Govern OTBI content through catalog administration, naming standards, usage audits, and lifecycle management. 

  • Enable business self-service reporting through user support, training, and best-practice guidance. 

  • Assess and remediate report impacts resulting from Oracle quarterly releases and subject area changes. 

 

Oracle Data Intelligence (FDI) 

  • Design, develop, and maintain enterprise-grade FDI dashboards, reports, and analytics solutions supporting HR, Finance, Compensation, Talent Management, and Workforce Planning functions. 

  • Configure and manage FDI subject areas, semantic model extensions (SME), custom calculations, KPIs, dimensions, and measures to meet evolving business reporting requirements. 

  • Implement and troubleshoot FDI security, including row-level security, data access roles, Area of Responsibility (AOR)-based security, and custom subject-area access controls. 

  • Develop interactive dashboards, visualizations, drill-through analyses, and executive scorecards for leadership teams and business stakeholders. 

  • Integrate data from Oracle Fusion HCM, Payroll, Recruiting, Compensation, and Workforce Management modules into unified analytics and reporting solutions. 

  • Support quarterly Oracle releases, regression testing, validation activities, and production issue resolution for FDI analytics environments. 

 

Oracle Fusion Analytics Warehouse (FAW) / Autonomous Data Warehouse (ADW) 

  • Configure, administer, and optimize Oracle Fusion Analytics Warehouse (FAW) environments, including pipeline activation, data synchronization, incremental refresh schedules, and semantic model enhancements. 

  • Extend the FAW/FDI Lakehouse architecture by ingesting and integrating non-Oracle HR and workforce data sources—including Eightfold AI, Celergo, ADP GlobalView, compensation benchmarking platforms, and other third-party applications—into Oracle Autonomous Data Warehouse (ADW) using ODI, OCI Object Storage, APIs, and custom ETL frameworks. 

  • Develop and maintain custom ADW data models, staging structures, and transformation processes to support advanced reporting and cross-functional analytics. 

  • Design and publish workforce analytics dashboards covering headcount, attrition, hiring, promotions, compensation, diversity, compliance, and organizational effectiveness metrics. 

  • Monitor and troubleshoot data pipelines, refresh jobs, synchronization failures, schema changes, and data quality issues across FDI, FAW, ADW, and ODI environments. 

  • Maintain data governance standards, documentation, lineage tracking, security policies, and audit-compliant access controls across analytics platforms. 

 

Cross-Platform & Governance 

  • Maintain reporting inventory, ownership, data classification, and refresh schedules. 

  • Administer row-level security (RLS) and role-based access controls. 

  • Support analytics data integration from Boomi, HCM Extracts, and other enterprise sources. 

  • Lead regression testing and remediation activities for Oracle quarterly releases. 

  • Contribute to HR analytics and AI reporting strategy through continuous improvement and innovation. 

  • Maintain technical documentation, data dictionaries, operational procedures, and support runbooks. 

  • Provide end-user support, troubleshoot system defects, and promote reporting best practices. 

  • Analyze business requirements, identify process improvements, and assess downstream impacts. 

  • Serve as a subject matter expert on reporting platforms, data models, and analytics solutions. 

  • Mentor, coach, and share knowledge with team members to build organizational capability. 

  • Responsible for working on critical defects and product enhancement requests, Production issues 

 

Required Qualifications 

  • 5+ years of Oracle HCM reporting and analytics experience in a SaaS environment. 

  • Hands-on expertise with Oracle BI Publisher (BIP), including data models, SQL, flexfields, bursting, and report development. 

  • Strong experience designing and maintaining BIP templates (RTF, Excel, and eText). 

  • Advanced knowledge of OTBI analyses, dashboards, KPIs, and Oracle HCM subject areas. 

  • Proficiency in Oracle SQL and PL/SQL for reporting, analytics, and data extraction. 

  • Experience with Oracle FDI, FAW, or Oracle Analytics Cloud (OAC), including dashboard development and semantic modeling. 

  • Understanding data warehousing concepts, including dimensional modeling and incremental data loads. 

  • Ability to translate complex business requirements into scalable reporting and analytics solutions. 

  • Strong analytical, troubleshooting, and data validation skills with a focus on data accuracy and governance. 
     

Preferred Qualifications 

  • Experience with Oracle Fusion Data Intelligence (FDI) and workforce analytics solutions. 

  • Knowledge of Oracle Autonomous Data Warehouse (ADW), Lakehouse architecture, and external data integrations. 

  • Experience with Power BI or similar enterprise analytics platforms. 

  • Understanding of HR data governance, privacy, and security controls. 

  • Oracle Cloud HCM Reports and Analytics certification preferred. 

  • Exposure to AI-enabled analytics, predictive insights, and dashboard automation. 

  • Experience supporting global HCM environments with multi-country reporting and compliance needs. 

  • Strong stakeholder management, training, and knowledge-sharing skills. 

  • Experience with HCM Extracts and enterprise reporting integrations.

What Success Looks Like — First 12 Months 

  • Day 90: Complete audit of existing BIP and OTBI catalog; deliver documented report inventory with owner mapping and data source lineage 

  • Day 90: Establish BIP template governance standards and naming conventions adopted by the broader team 

  • Month 6: Deliver regression testing framework for quarterly Oracle patch cycles — zero undetected reporting breaks post-upgrade 

  • Month 6: Complete first FAW Lakehouse extension ingesting a non-Oracle HR data source (e.g., Eightfold skills data or Celergo headcount feed) 

  • Month 12: Launch OTBI self-service enablement program reducing ad hoc developer report requests by 30% 

  • Month 12: Publish unified people + finance dashboard combining FDI and OTBI data, trusted by both HR and Finance leadership 

Team & Working Environment 

You will join a lean, high-impact HR Technology team operating at the intersection of enterprise HR systems, AI strategy, and data engineering. The team manages a complex integration landscape of 50+ integrations spanning Oracle HCM, Boomi, ServiceNow HRSD, ADP GlobalView, Celergo, Eightfold AI, Saviynt, and Azure AD. Reporting and Analytics sits within a structured three-layer data architecture alongside a Data Engineer (pipelines) and an AI Architect (agents and models). 

The team follows a fast-follower AI posture, with Oracle AI Agent Studio (26B) as the approved AI platform. The Analytics function is expected to consume and surface AI agent outputs within reporting workflows as the capability matures. You will operate under Fortive's enterprise data governance standards and within Oracle HCM's quarterly release cadence (currently 26B).
