Procurement Director
The Procurement Director is the administrative head of the Purchasing Division of the Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS). This position has sole and exclusive authority and responsibility for acquiring all materials, supplies, equipment, and services acquired, used, or consumed by ODMHSAS, except as otherwise provided by law. The Procurement Director is a pivotal leadership role in overseeing and enhancing our procurement function. This includes developing and executing procurement strategies, managing supplier relationships, optimizing sourcing processes, and ensuring cost-effective procurement of goods and services.
Position Responsibilities
- Strategic Procurement Leadership: Develop and execute a comprehensive procurement strategy aligned with the company's overall business goals. Lead, mentor, and inspire the procurement team to achieve excellence and foster a culture of continuous improvement.
- Contract Management: Develop and manage procurement contracts, ensuring compliance and adherence to legal and regulatory requirements. Establish clear terms and conditions to protect the company's interests.
- Compliance and Ethics: Ensure procurement practices comply with all relevant laws, regulations, and ethical standards. Implement and maintain a code of conduct for procurement staff and suppliers.

- This position is located in-office.
Minimum Qualifications:
- Bachelor’s degree and seven years of professional business or public administration experience, including four years in a supervisory or administrative capacity;
- Or an equivalent combination of education and experience, substituting one year of professional or technical administrative experience in business or public administration for each year of the required education.
- Must be a Certified Procurement Officer with the State of Oklahoma.
NOTE: No substitution will be allowed for the required professional experience in a supervisory or administrative capacity.
