Job Description Summary

The Global CapEx & Project Delivery Lead will act as the principal deputy to the Global Head and support the planning, governance and execution of the global PDx strategic capital portfolio and manufacturing footprint roadmap. The role provides functional and delivery leadership across site-based project teams and will directly lead or sponsor selected high-value, high-complexity programs.

The incumbent must be a highly credible project leader with end-to-end experience from strategy, feasibility and front-end planning through design, procurement, construction, commissioning, qualification, start-up, handover and benefits realization. The position is a key leadership-development and succession role within the global CapEx organization, providing broad exposure to portfolio strategy, executive governance, major-project delivery and global team leadership. The role is intended to strengthen senior leadership depth within the global CapEx organisation and will act on behalf of the Global Head as required.


GE HealthCare's Pharmaceutical Diagnostics (PDx) segment develops and manufactures contrast media and radiopharmaceutical imaging agents used across X-ray/CT, MRI, ultrasound, SPECT and PET. PDx products support diagnostic pathways in neurology, cardiology and oncology, are used by healthcare professionals in more than 130 countries, and support approximately 140 million patient procedures each year - equivalent to four procedures every second.

PDx is investing in manufacturing capacity, new products, supply resilience and modernized operations across its global network. The CapEx and Manufacturing Footprint organization converts this strategy into safe, compliant and value-delivering brownfield, greenfield and strategic investments across the global manufacturing network.

Job Description

Responsibilities

• Lead the global CapEx organization and serve as the principal operational partner and delegated representative to the Global Head. 

• Partner with the Global Head to develop and maintain the PDx strategic CapEx and Manufacturing Footprint roadmap, translating long-range capacity, supply resilience, new product introduction, technology transfer and site master-planning needs into executable investment plans. 

• Lead annual and long-range capital portfolio planning, prioritization and resource allocation across strategic, compliance, EHS, capacity, productivity, digital, asset replacement and recapitalization projects. 

• Direct the delivery of assigned portfolios and personally lead or sponsor complex strategic investments, including individual capital projects of at least US$50 million (or equivalent), across greenfield, brownfield and live-site environments. 

• Ensure projects are managed end-to-end from feasibility, front-end loading and business case/CAR approval through design, procurement, construction, commissioning, qualification, start-up, handover, closeout and benefits realization. 

• Manage and further develop project governance and assurance, including project charters, execution plans, design and constructability reviews, contracting strategies, stage-gate reviews, steering committees, readiness assessments, independent health checks and clear escalation routes. 

• Own integrated project controls and performance management for scope, cost, cash flow, schedule, critical path, resources, risk and opportunity, contingency, change, forecasting, progress measurement and KPIs; intervene early and lead recovery plans for projects that are off track. 

• Provide direct and matrix leadership to assigned Project Directors / Managers, site CapEx leaders, project controls and PMO resources; establish clear accountabilities, coach performance, build capability and maintain succession depth across the global project-management network. 

• Ensure all project work complies with GE HealthCare EHS and construction-safety expectations, cGMP and Quality requirements, regulatory commitments, Procurement and Finance controls, and applicable local statutory and legislative requirements. 

• Build strong alignment with PDx Integrated Supply Chain and site leadership, Manufacturing, Quality, EHS, Engineering, Finance, Procurement/Sourcing, CQV, Lean and Digital teams to secure timely decisions and integrated project outcomes. 

• Define and govern the external delivery model and contractor strategy. Lead selection and performance management of EPCM, EPC, construction-management, architectural/engineering, construction, equipment and CQV partners, with strong scope definition, tendering, contracting, commercial discipline, change control, claims avoidance/resolution and closeout. 

• Provide transparent executive reporting and concise recommendations to sponsors, steering committees and leadership teams, clearly communicating progress, forecast, value, key risks, decisions and corrective actions. 

• Ensure robust operational-readiness and handover strategies are developed and delivered, including commissioning and qualification integration, training, documentation, spares, maintenance readiness, start-up/ramp-up and achievement of approved business benefits. 

• Drive standardization and continuous improvement of PDx project-management processes, stage-gate governance, digital PPM and business-intelligence tools, templates, metrics, benchmarking, lessons learned and knowledge transfer across sites and regions. 

Qualifications and Requirements

• Bachelor's degree in Engineering, Construction Management or a closely related technical discipline. 
• Significant experience delivering capital projects in pharmaceutical, biopharmaceutical, or another highly regulated manufacturing environment, or with a major engineering/construction company supporting these industries. 
• Strong project, program and people-leadership experience, including leadership of multidisciplinary, cross-functional and matrix teams. 
• Demonstrated personal accountability as Project Manager / Director on capital projects with a total installed cost of US$50 million or more. Experience across multiple major projects is preferred. 
• Proven end-to-end delivery experience on complex greenfield and brownfield projects, including work in live manufacturing operations and through commissioning, qualification, start-up and handover. 
• Deep knowledge of portfolio, program and project governance, front-end planning, business cases, stage-gate models, resource planning, benefits realization and executive steering processes. 
• Strong project-controls capability covering cost estimating, budgeting, cash flow, forecasting, integrated scheduling, critical-path analysis, risk and opportunity management, contingency, change control and performance reporting. 
• Strong commercial and contract-management experience, including delivery-model selection, scope and statement-of-work development, tender evaluation, negotiation, contract administration, change orders, claims avoidance/resolution and final account/closeout. 
• Sound understanding of process and facility design, construction and start-up in regulated manufacturing, together with practical knowledge of cGMP, Quality, EHS/construction safety and relevant regulatory expectations. 
• Strategic and financial acumen, strong analytical problem-solving and decision-making skills, and the ability to balance enterprise priorities with hands-on intervention when project delivery requires it. 
• Executive presence and excellent written and verbal communication, influencing, negotiation, coaching and conflict-resolution skills, with a proven ability to build trust and alignment at site, regional and global leadership levels. 
• Experience with enterprise PPM, project-controls and business-intelligence tools; a track record of using data and digital workflows to improve transparency, forecast accuracy and decision quality. 
• Current project-management certification such as PMP, PgMP, PRINCE2 Practitioner, IPMA or an equivalent recognized credential is required.  
• Fluent English is required; additional languages are helpful. 

Locations and Travel

• Location: Europe-based, ideally Cork, Lindesnes, Oslo or Eindhoven; another major PDx manufacturing location may be considered. Mix of on-site and hybrid working, subject to local policy and business need. 

• Travel: International travel of up to 30% depending on the capital portfolio and project phase.
