Position Summary
The AVP, Regional CFO serves as the senior finance executive for a portfolio of Medicaid markets, providing strategic financial leadership, executive partnership, and performance accountability across the region. This role leads and coaches a team of Market CFOs, ensuring markets identify risks early, execute against financial commitments, and achieve sustainable margin improvement.
As a key member of the Medicaid Finance leadership team, the AVP partners closely with Market Presidents and enterprise leaders to influence growth strategies, investment decisions, operating performance, and long-term value creation. Leveraging support from FP&A, the Medicaid Finance Center of Excellence (COE), and Regional Analytical Pods, the AVP focuses on accelerating business outcomes, strengthening financial discipline, and building a high-performing finance organization capable of driving consistent results across markets.

Key Responsibilities
Strategic Financial Leadership
Serve as the senior financial advisor to two Regional Market Presidents and nine state leadership teams.
Drive achievement of revenue, margin, earnings, membership, and cash flow objectives across the regional portfolio.
Influence key business decisions related to growth, pricing, investments, provider strategy, product performance, and operational priorities.
Identify emerging financial risks and opportunities and lead proactive mitigation and action planning.
Ensure financial insights translate into business decisions and measurable performance improvement.
Challenge assumptions and drive accountability to deliver committed financial results.
Leadership of Market CFO Organization
Lead, coach, and develop a team of Market CFOs, including strategic thinking, executive presence, and business partnership capabilities.
Establish clear performance expectations and accountability for financial outcomes across markets.
Share best practices and lessons learned across states to accelerate improvement and execution.
Create a culture focused on ownership, transparency, collaboration, and continuous improvement.
Develop leadership talent and succession pipelines within the Market CFO organization.
Serve as the escalation point and advisor for complex financial, operational, and strategic market issues.
Performance Management & Margin Recovery
Drive rigorous performance management processes across markets.
Lead reviews of financial performance, forecast accuracy, operating trends, and achievement of strategic objectives.
Ensure markets have actionable plans to address performance gaps and improve profitability.
Hold teams accountable for execution against operating commitments and margin recovery initiatives.
Partner with Market CFOs to prioritize actions that improve financial outcomes while supporting growth and member experience objectives.
Executive Partnership & Influence
Build strong relationships with senior business leaders and serve as a trusted strategic partner.
Influence decisions through data-driven insights, financial storytelling, and thoughtful recommendations.
Represent Medicaid Finance in executive reviews, strategic planning discussions, and enterprise initiatives.
Partner effectively across Operations, Network, Clinical, Product, Actuarial, and Strategy functions to align on priorities and execution.
Finance Transformation & Organizational Excellence
Champion adoption of standardized processes, governance, and best practices enabled through FP&A, COE, and analytical pod capabilities.
Help evolve the Medicaid Finance operating model to improve efficiency, effectiveness, and scalability.
Drive simplification and modernization of forecasting, performance management, and decision-support processes.
Foster a culture of innovation, continuous learning, and disciplined execution.

Required Qualifications
15+ years of experience in finance, or related roles.
Experience in healthcare, managed care, insurance, or financial services.
Proven leadership managing teams and transformation initiatives.
Deep expertise in finance planning, forecasting, and performance management.
Strong analytical and problem-solving skills with ability to drive insights into action.
Demonstrated ability to influence senior leadership.

Pay Range
The typical pay range for this role is:
$157,800.00 - $363,936.00
This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company’s equity award program.
