Role Purpose
Accountable for logistical control of c£180m Infrastructure and Cloud Portfolio of programmes under the umbrella of three multi-year strategic programmes under the Management of the Senior Manager, Portfolio PMO Lead. Owner of Governance framework and reporting as well as financial compliance throughout the teams
Strong alignment all parts of I&C Technology Services as well as with the central PMO, Risk and COO offices to ensure adherence to LSEG Governance, Change and Standards governance. Ownership of Programme Financials, Risks and delivery metrics. Accountable for driving compliance to I&C and Group Standards and Governance

Key responsibilities
- Actively lead in bringing strong Programme Governance that supports both Agile and Waterfall methodologies across the portfolio
- Centralized Portfolio Reporting
- Centralized RAID validation cross programmes
- Portfolio Assurance financial and non-financial
- Standards and governance
- Ownership of full programme reporting, quality control and ensuring content is relevant to the audience
- Synergizing multiple processes into one under LSEG
- Ensuring programme management teams are Resourcing against scope and budget
- Working alongside Finance to jointly own and be accountable for financial and budgetary planning and compliance as well as delivery against Integration Synergy targets.
- Proactivity manages risk and change, both programme and operational
Leadership responsibilities
- Management of Governance under COO and Change Framework including all artefacts compliance across the I&C Portfolio
- Effectively communicates to senior stakeholders including business leaders, technology CIOs and key partners across technology
- Oversight of all financials of the portfolio
- Engage with COO and Business Aligned Programme Delivery leadership as well as IMO Office
- Responsible for all strategic reporting to boards and other internal stakeholders
Critical deliverables
- Bringing together the full I&C portfolio from two heritage organizations
- Ensure ‘right sized’ governance and controls and where necessary working with the central teams to adapt asks
- Adherence of team’s adoption of I&C Programme Governance and overall LSEG Change Framework
- Liaison with Risk and audit teams both centrally and with I&C
Technical / job functional knowledge
- Extensive experience in Portfolio Programme management office
- Working experience with both Agile and Waterfall
- Strong Finance and analytical background to manage large scale programme accounting
- Strong stakeholder engagement and executive interaction
Business and sector expertise
- Financial market Programme Delivery is preferential, working in a global organisation with a diverse set of stakeholders
- Understanding of business-critical regulated infrastructure and risk requirements
Leadership and management experience
- Experience of Portfolio PMO management both Project and Agile teams
- Experience of technical programme governance process as chair
- Strong stakeholder management
- Extremely organized and experienced managing a large portfolio of projects of varying sizes and different technical disciplines
