MEA Payments & Liquidity Sales - Business Development, Vice President

The MEA Business Development Sales role is a strategic position within Citi's Treasury and Trade Solutions (TTS) business, responsible for driving new client acquisition and TTS revenue growth. The successful candidate will have a primary focus on the MEP, TIK and NAL (MENAPTIK) region, directly interfacing with targeted Corporate and Public Sector prospects – including Government enterprises, and Government owned entities in close partnership with BCMA organization regionally and globally.

This role requires a highly commercial and externally focused individual with a proven ability to develop senior client relationships, originate large-scale treasury opportunities, and successfully navigate complex organizations to deliver market-leading cash management solutions to public sector clients.

Key Responsibilities

  • Develop and execute a strategic public sector business development plan focused on acquiring new public sector clients and wallet share growth across the MENAPTIK (Middle East, North Africa, Pakistan, Turkey, Israel and Kazakhstan) region.
  • Build and maintain a target list of underpenetrated corporate and public sector clients across the entire MEA (Middle East and Africa) under a "Hunting License" mandate for growing new cash business through unsolicited bids; leveraging market intelligence and close partnership with Corporate and Public Sector Banking Coverage and Industry teams.
  • Originate, lead, and close complex TTS opportunities involving cash management, payments, liquidity management and digital treasury solutions for public sector entities.
  • Engage senior decision-makers including senior government officials and institutional stakeholders.
  • Acquire new clients and TTS flows - including but not limited to Ministries of Foreign Affairs, Health, Education, Multilaterals, and other Government owned entities.
  • Lead end-to-end deal execution, including opportunity qualification, solution design, commercial structuring, RFP management, client presentations, and negotiations.
  • Assemble and coordinate cross-functional deal teams across Product, Banking, Implementation, Service, Risk, and Legal to deliver winning client outcomes.
  • Drive proactive client engagement through innovative solutioning and consultative selling, positioning Citi as the strategic treasury partner of choice for the public sector.
  • Maintain leading-edge knowledge of treasury trends, payments innovation, regulatory developments, and evolving client needs across the region.
  • Ensure rigorous sales discipline through effective pipeline management (CRM), deal reviews, and implementation project kick-offs.
  • Deliver against annual goals for calling intensity, new deal origination, new wins, pipeline growth, deal revenues realization, and strategic business development initiatives.

Qualifications

  • 7+ years of experience in transaction banking, treasury services, cash management, or related financial services, with a demonstrated focus on the public sector.
  • A strong track record of originating and closing transaction banking mandates.
  • Expertise across Cash Management, Payments, and Liquidity Management solutions.
