Job Title: HCM Product Owner

 

Classification: Exempt under the Fair Labor Standards Act (FLSA)

 

Reports to: President

 

Work Location/Travel: Work is remote or on-site. Percentage of travel, where the travel occurs, such as locally or in specific countries or states, and whether the travel is overnight, varies. This resource must be willing and able to travel as required by the customer project.

Job Summary: The HCM Product Owner is responsible for the functional support, enhancement, and strategic roadmap of Oracle HCM Cloud applications, including Core HR, Payroll, Benefits, Absence Management, Time and Labor, Talent Management, Recruiting, and Workforce Management. This role serves as the primary liaison between HR, Payroll, Finance, IT, and business stakeholders to ensure HCM solutions effectively support business operations, compliance requirements, and employee experience objectives. The HCM Product Owner manages business priorities, oversees system enhancements, resolves complex functional issues, and drives continuous improvement of HCM processes. This position is responsible for developing the Oracle HCM roadmap, evaluating emerging capabilities including AI-enabled solutions, and ensuring alignment with enterprise architecture, cross-functional business processes, and organizational goals.

 

 

Essential Functions:

  • Serve as the Product Owner for Oracle HCM Cloud applications, including Core HR, Payroll, Benefits, Absence Management, Time and Labor, Talent Management, Recruiting, and Workforce Management.
  • Develop, maintain, and communicate the Oracle HCM product roadmap, aligning initiatives with business objectives and enterprise architecture.
  • Partner with HR, Payroll, Finance, IT, and business stakeholders to identify, prioritize, and deliver system enhancements and process improvements.
  • Manage and prioritize the HCM product backlog, including requirements gathering, user stories, testing, and release activities.
  • Provide functional leadership and support for Oracle HCM processes, including payroll processing, employee lifecycle events, benefits administration, time entry, approvals, position management, and compliance-related activities.
  • Analyze and resolve complex functional issues while ensuring system stability, performance, and user satisfaction.
  • Evaluate Oracle quarterly releases, new functionality, and emerging technologies to identify opportunities for business value and operational efficiencies.
  • Lead user acceptance testing, business readiness, and transition activities to support successful implementation of new capabilities.
  • Collaborate with cross-functional teams to ensure HCM solutions integrate effectively with Finance, Payroll, and related enterprise systems.
  • Establish and monitor key performance indicators (KPIs) to measure system effectiveness, adoption, process efficiency, and business outcomes.
  • Support data governance, reporting, compliance, and audit requirements related to HCM processes and employee data.
  • Identify opportunities to leverage AI-enabled HCM capabilities, automation, and self-service tools to improve employee and manager experiences.
  • Drive continuous improvement initiatives that simplify processes, enhance data quality, and increase operational effectiveness.
  • Provide subject matter expertise and strategic guidance regarding Oracle HCM capabilities, best practices, and future-state solutions.

  • May assist with training members of the technical staff.
  • May conduct interviews.
  • Assigns duties and responsibilities and oversees workflow of project staff.
  • May conduct project performance evaluations that are timely and constructive.

 

Work Environment:

The work environment is remote or on-site at a client location. While remote, employees are expected to provide office space for themselves with a professional background (including virtual backgrounds) and noise level. A reliable and consistent internet connection is required.

 

Physical Requirements:

  • Prolonged periods sitting or standing at a desk and working on a computer.
  • Bending, sitting lifting, driving.

 

Position Type and expected hours of work:

  • Full time work during Apex IT business hours and, at times, outside of business hours, if required.

 

Required Education and Experience:

  • Bachelor's degree in Human Resources, Information Systems, Business Administration, Computer Science, or related field, or equivalent combination of education and experience required.
  • At least 5 years of experience supporting or managing Oracle HCM Cloud applications required.
  • Experience with multiple Oracle HCM modules, including Core HR, Payroll, Benefits, Absence, Time and Labor, Talent Management, Recruiting, and Workforce Management required.

 

Preferred Education and Experience:

  • Oracle HCM Cloud certifications preferred.
  • Experience serving as a Product Owner, Business Analyst, or Functional Lead preferred.
  • Experience with HCM transformation, system implementations, or major enhancement projects preferred.
  • Knowledge of AI-enabled HCM capabilities, workforce analytics, and process automation preferred.
