Base pay range

$130,000.00/yr - $140,000.00/yr

Quality Control Manager – Federal Construction

Location: Laredo, TX

Base Salary: $130,000–$140,000 annually + project completion bonus

  • Housing Allowance: Approximately $3,346/month
  • Per Diem: Approximately $2,068/month


Job Summary

The Quality Control Manager (QCM) will lead all Construction Quality Control activities for a federal construction project in Laredo, TX. This person will ensure all work is performed in accordance with contract documents, specifications, applicable codes, approved submittals, and established quality standards.


The QCM will work closely with the Project Manager, Superintendent, SSHO, subcontractors, inspectors, and government representatives to manage inspections, testing, documentation, corrective actions, and project closeout.


This is a hands-on, field-focused role requiring strong federal construction experience, excellent documentation skills, and the ability to maintain productive relationships with project stakeholders.


Key Responsibilities

  • Manage all project quality control activities from startup through closeout.
  • Implement and maintain the project-specific CQC/QC plan.
  • Lead the Three-Phase Control Process, including preparatory, initial, and follow-up inspections for each Definable Feature of Work (DFOW).
  • Conduct daily field inspections and ensure work complies with drawings, specifications, approved submittals, and contract requirements.
  • Identify, document, track, and resolve deficiencies and nonconforming work.
  • Coordinate testing and inspections with subcontractors, third-party inspectors, and government representatives.
  • Manage project QC documentation, including daily reports, testing results, submittals, RFIs, deficiencies, and photo documentation.
  • Maintain accurate project information within RMS and construction management systems.
  • Review subcontractor submittals and verify delivered materials meet approved requirements.
  • Lead QC meetings and participate in subcontractor coordination, progress, and government/client meetings.
  • Coordinate testing, commissioning, pre-final inspections, punchlists, final inspections, O&M manuals, warranties, as-built drawings, and project closeout.
  • Maintain a consistent presence in the field and stop work when necessary to address quality or safety concerns.
  • Build and maintain professional relationships with government representatives, subcontractors, inspectors, and the internal project team.



Required Qualifications

  • Bachelor's degree in Construction Management, Engineering, Architecture, or related field with relevant construction experience, or equivalent qualifying federal construction/QCM experience.
  • Approximately 3–5+ years of USACE/federal quality control experience strongly preferred.
  • Experience on multiple construction projects valued around $30M–$40M+, ideally including projects of $50M or greater.
  • Experience taking projects through the full lifecycle, including commissioning and closeout.
  • Current Construction Quality Management for Contractors (CQM-C/USACE QCM) certification or ability to meet applicable federal requirements.
  • OSHA 10 required; OSHA 30 strongly preferred
  • Working knowledge of EM 385-1-1 requirements.
  • Experience using RMS and managing federal construction documentation.
  • Experience with the Three-Phase Control Process and Definable Features of Work.
  • Ability to access federal installations and military facilities.
  • Proficiency with Microsoft Office; Bluebeam and construction management software experience preferred.
  • U.S. citizenship required for federal project access.
