IT Program Manager (SME)
Job Description
BAE SYSTEMS is looking for experienced IT Program Managers on our technology-based program supporting a key government customer. This program will deliver engineering services for network infrastructure as well as sophisticated enterprise computing infrastructure including end-point devices, data center hosted servers, multi-Cloud services as well as virtualized applications, and storage systems. Network infrastructure engineering services are comprised of core infrastructure, voice and video engineering, field engineering, application management and development for networks, network analytics, firewalls, network access controls and bandwidth service delivery. This is a fast paced, challenging, and career rewarding experience to be able to provide top solutions on one of the most complex and high profile programs within the government.
Duties include, but are not limited to:
- Ensuring that Contractor tasks are completed within the deadlines, tasking guidance from the Government is clear and unambiguous, contract personnel are qualified to perform the tasks, and potential personnel problems are preempted.
- Consulting and coordinating with the appropriate Task Manager for problem resolution, task scheduling, new resource requirements, training needs, and task clarification.
- Establishing and implementing streamlined processes and procedures enabling the Contractor to rapidly respond to surge requirements for increased contract personnel. Assure SLA requirements are met.
- Consulting with users, management, vendors, and technicians to assess engineering and infrastructure needs and system requirements.
- Direct daily operations of department by: analyzing workflow, establishing priorities, developing standards and setting deadlines.
- Assigning and reviewing the work of network architects, engineers, and instlallers

Required Education, Experience, & Skills
A Bachelor’s or Master’s degree are preferred with a minimum of sixteen (16) year’s relevant experience with the following skillsets:
- Experience as an Enterprise Scrum Master using Lean Agile, setting up ServiceNow projects, and facilitating division-level sprint planning
- Ability to monitor multiple projects, identify risks, and communicate effectively to customers, stakeholders, and project teams
- Outstanding communication skills, articulating complex issues to various audiences
- Experience leading and managing enterprise-level projects using Project Management Framework (PMF) or Lean Agile
- Ability to manage multiple projects, deadlines, and priorities, and identify programmatic challenges and mitigation strategies
- Experience workinng with multipe groups to acheive a common goal, managing expectations as well as timelines.
- Experience managing conflicting priorties and communicaitng risks and dependencies effectively with both internal and external stakeholders.
- Administration and Management — Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
- Customer and Personal Service — Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
- Experience working with security manangers to maintain security compliance and accredidation- including continuous monitoring for threats and vulnerablilites
- Personnel and Human Resources — Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems.
- Critical Thinking — Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
- Judgment and Decision Making — Considering the relative costs and benefits of potential actions to choose the most appropriate one.
- Management of Personnel Resources — Motivating, developing, and directing people.
- Coordination — Adjusting actions in relation to others' actions.
- Monitoring — Monitoring/Assessing performance of yourself, other individuals, or organizations to make improvements or take corrective action.
Preferred Education, Experience, & Skills
- PMP, Agile, ITIL or other related Certifications preferred
- Quality processes including ISO, Six Sigma, CMMi
- Knowledge in the entire development system life cycle
- Strong track record of understanding and interest in current and emerging technologies
- Creating and managing a shared pool of internal and subcontract resources
- Experience working with the government
Pay Information
Full-Time Salary Range: $149603 - $254317
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
