Job Description:

The Director, National Public Finance – Commercial executes the approved out-of-footprint strategy for pursuing new business opportunities across the various public finance sectors including (1) state and local government, (2) state-wide and regional housing authorities, (3) public utilities, (4) transportation & infrastructure, (5) NFP institutional healthcare, (6) NFP higher education, and (7) water & sewer authorities/agencies. The Director, National Public Finance – Commercial is also responsible for communicating timely recommendations for strategy updates to Commercial Banking and Credit Management leadership and monitoring execution of the strategy. Coverage Strategy will be aligned with TDS and in-footprint Commercial to ensure consistent message to market and provide a ONE Bank solution to our Clients. The Director, National Public Finance – Commercial will look to leverage established relationships with Financial Advisors on a National Scale and will collaborate freely with product partners in an effort to deliver with speed and impact.

Depth & Scope:

  • Leads the execution and implementation of long- and short-term strategic plans and objectives to increase market share/penetration and maximize opportunities for growth throughout the marketplace
  • Maintains frequent interaction with centers of influence, i.e., financial advisors and state and local municipalities, to source financial assets in the primary markets
  • Leads any necessary negotiations with financial advisors, outside legal and other professionals, as needed, to structure financing packages; ensures favorable arrangements are negotiated
  • Maintains in-depth knowledge of municipal and public finance market news, trends and events to keep informed of economic, legal and regulatory changes affecting the business; ensures that staff and bankers are aware of events impacting their Lines of Business; takes appropriate action as necessary
  • Coordinates across multiple TD Lines of Business
  • Manages the full range of public finance credit activities of the portfolio with responsibility for achieving sales, retention and budget goals
  • Coordinates the complete line of service, including new business development, portfolio management, operations, underwriting and collections
  • In conjunction with Credit Management, coordinates portfolio management, ensuring accounts are administered according to terms and agreements, Company policies and legal and regulatory guidelines
  • Ensures accounts remain current, involving collections and workout personnel as needed
  • Represents TD at company functions, business groups and civic organizations to maintain wide referral network and enhance performance
  • Joins and participates in outside associations and organizations likely to generate leads
  • Participates in industry-led conferences to build a greater national awareness of our Public Finance joint effort with TDS

Education & Experience:

  • 4-year degree required
  • 10+ years of related experience required
  • Expert at structuring deals to balance risk and reward
  • Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures and/or government regulations. Ability to write reports, business correspondence and procedure manuals
  • Ability to effectively present information and respond to questions from groups of managers, customers, the general public and professional peers
  • A solid understanding of business and banking terminology
  • Proven ability to analyze financial statements, legal documents, partnership agreements, IRR models and discounted cash flow analysis
  • Must have superior organizational skills
  • Strong understanding of commercial business development techniques and credit decisions
  • Excellent communication skills, both verbal and written
  • Demonstrated negotiation skills
  • Strong relationship management and business development/sales skills
  • Well-developed analytical and problem-solving skills
  • In-depth knowledge of credit and credit quality
  • Ability to work effectively with individuals and groups in managing customer relationships
  • Proven leadership ability with excellent interpersonal skills
  • National travel required
