In this role, you will be a part of the Infrastructure team, based in Tampa, FL
What a day at EXP has in store for you
- Perform advanced work on the development, oversight, management, and administration of multiple contracts.
- Reviews, monitors, and coordinates the preparation, scheduling, and execution of work order driven, maintenance, and other performance-based contracts, requiring an in-depth knowledge of contract and budget administration procedures.
- Administer all contract requirements including, but not limited to complete Asset Maintenance Monitoring Plan, enforcement of the Maintenance Rating Program (MRP) payment and retainage and/or penalties as required.
- Ensure timely encumbrance and expenditure of funds within the fiscal year time frame.
- Coordinate between the State Maintenance Office, Department of Corrections, District Maintenance Office, District Contracts Office, and local maintenance and construction offices to ensure the development and implementation of the Maintenance Contract Program.
- Monitor assigned projects to ensure the administration is in accordance with the contract documents and all department policies and procedures.
- Review contractor’s technical proposals and serves as an advisor to Technical Review Committees as assigned.
- Assists in the management of the Operations Maintenance program to ensure consistent administration of all Maintenance contracts within the unit.
- Coordinate and provide direction, support, and training to the contract staff at the Operation Center and the District Maintenance Office to ensure compliance and conformity of contracting operations within established guidelines, policies, standards, and procedures as it pertains to contract maintenance.
- Review Maintenance contract evaluations for adherence to approved quality assurance plans. Conduct quality assurance field reviews to ensure contractual commitments are being fulfilled and addressed consistently throughout the District and provide technical assistance to other units as necessary.
- Report on the status of all assigned contracts and make recommendations for future improvements.
- Attend project scope, pre-construction, and project progress meetings.
- Manage and monitor respective projects for satisfactory performance and compliance with Department specifications, policies, and procedures.
- Coordinate and facilitate the issuance of work documents and work orders for contracts. Review reports of inspection; verify, prepare and process pay estimates and all other required project correspondence.
- Review and approve invoices.
- Develop contract modifications.
- Review and make recommendations for further action with respect to contract claims.
- Perform contractor performance evaluations and in-depth engineering reviews.
What your experience looks like
- Knowledge of engineering concepts, principles, and terminology; construction plans, contract specifications and contract administration; roadway construction and maintenance contracting procedures; Microsoft Office software.
- Skilled with using engineering tools, equipment, and instruments.
- Ability to monitor and inspect engineering projects; evaluate and analyze data; prepare reports; effectively communicate orally and in writing; plan, organize, coordinate and schedule work assignments; establish and maintain effective working relationships with others.
- A valid Class "E" driver's license is required. Due to the nature of this position, the incumbent must respond to emergencies. Must obtain certification in Temporary Traffic Control (Maintenance of Traffic) – Advanced Level within one year and maintain it.
- High School Diploma or Certificate of High School Equivalency and ten (10) years of infrastructure design, construction, or maintenance experience.
