JOB SUMMARY

 

Serves as the initial point of contact for County employees and management on personnel matters, providing guidance and interpretation of Human Resources policies, discipline, and for EEO-related discrimination, retaliation, and harassment matters. Provides consultation on performance management, standards of conduct, leave practices, and mediating conflict in the workplace in accordance with all applicable laws, policies, and ordinances. Coordinates and facilitates various Employee Relations/EEO activities, programs, and trainings.

 

Employee Relations (ER) professionals act as a bridge between management and staff, addressing workplace issues, mediating disputes, and promoting a respectful, inclusive environment. EEO specialists ensure compliance with federal, state, and local employment laws, investigate complaints, and implement training to prevent discrimination.

Provide awareness, education, and expertise within the employee relationship to mitigate risk and build a stronger workforce.

 

MINIMUM QUALIFICATIONS

 

Bachelor’s degree from an accredited college or university in a closely related field, plus four (4) years of human resources experience, of which one (1) year must have been in EEO or experience in a closely related field; OR an equivalent combination of related education and experience. Education may not be substituted for the required EEO-related experience.

 

Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

 

ESSENTIAL FUNCTIONS

  • Receives, screens, and analyzes the evidentiary information necessary to evaluate discrimination/harassment claims.
  • Conducts investigations of internal discrimination claims, generates a report of findings and prepares letters of determination. Attends depositions and court proceedings as a witness.
  • Provides technical assistance and guidance to managers, supervisors, and employees on employment discrimination issues, fair employment practices, and interpretation of related County policies.
  • Researches, identifies, and analyzes specific employee relations concerns and makes appropriate recommendations to management in the areas of employee relations, performance management, employee discipline, and interpretation of related County policies.
  • Provides guidance to managers, supervisors, and employees on issues related to the Family Medical Leave Act, leave practices, alcohol and drug testing, and fitness for duty evaluations.
  • Conducts research and provides advice and assistance on employment-related regulations at the County, State, and Federal level. Brings compliance related concerns to the attention of the ER/EEO Manager.
  • Monitors employment law and workplace trends to design and implement relevant policies and training.
  • Develops course outlines and training content for ER and/or EEO-related online and in-person training.
  • Provides annual updates; gathers analysis of hiring and recruitment data; compiles and conducts statistical analyses of EEO data relevant to protected class representation (under representation analysis), as well as availability analysis and underutilization analysis; prepares and maintains a variety of EEO reports required by the Federal government.
  • Assists with the Mediation Program and process.
  • Recommends new approaches, policies, and procedures to affect continual improvements in efficiency of department and services performed.
  • May assist ADA Coordinator in addressing Reasonable Accommodation requests, training, and other disability related issues.

Knowledge of:  

  • Federal, State, and public sector human resources employment laws and equal employment opportunity laws
  • FMLA and HR leave policies
  • Title I of the Americans with Disabilities Act
  • Salt Lake Countywide Policies and Human Resources Policies related to Equal Employment Opportunity, discipline, and grievance

Skills and Abilities to:

  • Communicate effectively both verbally and in writing
  • Establish and maintain effective working relationships with County Officials and employees at all levels
  • Develop, implement, and present training programs and/or workshops
  • Resolve and/or mediate conflict
  • Investigate, analyze information, and draw conclusions
  • Make administrative and procedural decisions on sensitive and/or confidential issues
  • Analyze complex information and define and solve problems
  • Interpret and advise on the application of EEO and related issues
  • Write a wide range of reports requiring research, data analysis and technical information
  • Coach/train employees and managers in EEO and employee relations matters

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

 

Work duties are typically performed in a general office setting. May travel to locations throughout the County to conduct trainings, investigations or consultations.
