PRIMARY RESPONSIBILITES
Responsible to lead and deliver end-to-end HR Shared Services for the assigned cluster covering Malaysia, Hong Kong and Singapore, with accountability across Employee Lifecycle, Payroll and Benefits service delivery. The role focuses on providing quality, consistent and timely services to internal clients; resolving critical service issues; partnering with Affiliate HR Business Partners, COEs, Payroll, IT, vendors and other stakeholders; and ensuring service delivery is aligned with business requirements, local statutory requirements and agreed Service Level Agreements (SLAs).
- Lead HR SSC operations for Employee Lifecycle, Payroll and Benefits within the MYS/HKG/MAC/SGP cluster.
- Drive standardization, governance and continuous improvement across affiliates while balancing local statutory and operational requirements.
- Ensure service delivery quality, operational readiness, compliance and stakeholder satisfaction in line with agreed SLAs.
- Support HR transformation initiatives, HRIS/process automation and HR SSC capability building across the cluster.
SCOPE OF APAC HR SHARED SERVICE CENTRE
- Compensation & Benefits, including payroll, fringe benefits administration and reward administration.
- Employee Lifecycle / Hire-to-Retire administration, including onboarding, employee movement, contract management, probation management and offboarding.
- Employee Movement, including employee mobility administration and expatriate administration.
- Human Resources Information System (HRIS), including employee data administration, HR SSC SharePoint and local statutory portal support where applicable.
- HR Policy, SOPs, Procedures & Process Flow, including legal and standard compliance, global/regional reporting, documentation and archive practices.
- Talent Management administration, including hire-to-retire process support.
SPECIFIC RESPONSIBILITES
Service Delivery & Operations Management
- Oversee Employee Lifecycle, Payroll and Benefits functions in the HR SSC to ensure timely, accurate and efficient service delivery.
- Ensure payroll, benefits, onboarding, offboarding, contract, probation and employee movement processes are completed in accordance with SLAs, local requirements and internal controls.
- Manage escalations and critical service issues through resolution, ensuring clear follow-up with stakeholders and affected parties.
- Ensure the necessary interfaces, tools and infrastructure are in place to support service delivery to countries within the assigned cluster.
Team Leadership & Workforce Management
- Lead, coach and manage the HR SSC team supporting MYS/HKG/SGP, ensuring clear roles, workload allocation and service coverage.
- Build a high-performance culture focused on accuracy, responsiveness, accountability and service excellence.
- Promote a “zero error” mindset in HR service delivery and continuously strengthen team capability through knowledge sharing and process discipline.
- Support resource planning, leave coverage and operational continuity for critical HR processes.
Compliance, Governance & Risk Management
- Ensure HR service operations comply with applicable labour laws, statutory requirements, internal policies, relevant standards and SGS governance requirements.
- Carry out process reviews and audits to ensure consistency, compliance and alignment of HR practices across countries.
- Monitor operational risks, data accuracy, payroll/benefit controls and service gaps; initiate corrective actions where required.
- Uphold SGS Health, Safety and Environment (HSE) requirements by demonstrating safe behaviour and applying required standards in daily responsibilities.
Process Improvement & Transformation
- Develop, implement and drive HR service improvement initiatives, including process standardization, automation, resource management and simplification.
- Develop and maintain SOPs, process maps, templates, checklists and related documentation to support sustainable HR SSC operations.
- Prepare activity, budget, performance and service delivery reports for management review.
- Analyse operational variances, identify gaps and propose efficiency or cost improvement opportunities.
Stakeholder Collaboration
- Partner with HRBPs, COEs, Payroll, IT, Finance, vendors and business stakeholders to resolve escalations and support HR programs.
- Communicate process changes clearly and ensure operational readiness before implementation or go-live.
- Maintain strong relationships with Affiliate HR and business stakeholders to ensure services meet local needs while supporting regional standardization.
- Perform any other responsibilities as assigned by the reporting manager and/or Senior Management.
Qualifications
- Degree in Human Resources, Economics, Business Administration or equivalent.
- Minimum 5 years’ experience in full spectrum of human resources, preferably with at least 2 years in a supervisory role within an HR shared services environment.
- Hands-on experience in payroll processing, benefits administration and employee lifecycle operations covering multiple countries.
- Experience managing diversified business stakeholders and service delivery requirements within a multinational environment.
- Familiar with labour law and statutory requirements across multiple APAC countries, with practical knowledge of Malaysia, Hong Kong, and Singapore requirements as an advantage.
- Working knowledge of MS Office and HRIS; exposure to Workday, Dayforce/Ascender, Technosoft, SmartRecruiter and process automation tools such as Power Automate, Copilot or RPA is an added advantage.
- Based in Shah Alam, Selangor and willing to travel occasionally, where required.
