Job Description
Position Title: CDL Safety Specialist

Basic Purpose
Positions in this job family are responsible for planning, supervising, and performing technical and professional level transportation work. Responsibilities may be assigned in any area of transportation work, including research, planning and design, survey, environmental studies, bid lettings, construction, maintenance, or project management. Responsibilities may include all phases of highway and bridge construction, field management of utilities or property appraisal and acquisition, relocation assistance, traffic operations, materials testing and sampling, or materials laboratory management.
Typical Functions
- Performs sampling and testing of materials for use in highway construction and maintenance operation; performs plant inspections and prepares materials certifications.
- Surveys grade and alignment of highways using survey equipment.
- Collects statistics and documentation about the state highway system.
- Conducts traffic studies to aid in the determination of transportation system improvements.
- Performs or supervises the various functions required for the bid letting of construction projects, such as developing bid proposals from design plans, incorporating revisions to proposals, and disseminating information to contractors and industry throughout the letting progress.
- Inspects, reviews, or provides oversight for contractors, consultants or utility relocations associated with construction projects to ensure compliance with plans and contracts for highway construction activities; prepares progressive and final estimates for construction contractors.
- Performs planning and review functions for transportation systems such as rail, public transportation, waterways, and highways; determines existing service levels and future needs for transportation modes; considers social, economic, and environmental effects of proposed projects.
- Performs real estate duties in one or more of the following areas; property appraisal, acquisition of real property, or relocation assistance; prepares plans and reports for right-of-way projects.
- Performs audits on the effectiveness of research programs, the adequacy of right-of-way plans, the support of planning decisions by appropriate data, the reliance of materials testing, the reliability of surveys, and the accuracy of construction project documentation.
- Supervises employees in any area of transportation work.
Level Descriptor
Incumbents perform technical tasks at the full performance level such as surveying, research, planning, highway construction inspection, and materials sampling and/or testing. Responsibilities may be assigned in any area of transportation work.
Education and Experience
Level II - Education and Experience requirements at this level consist of one year of experience in transportation related work; or an equivalent combination of education and experience, substituting two college courses in mathematics, natural science, engineering or a closely related field for the year of the required experience.
Level III - Education and Experience requirements at this level consist of three years of experience in transportation related work; or an equivalent combination of education and experience, substituting 30 semester hours for each year of the required experience, including two college courses in mathematics, natural science, engineering or a closely related field.
Level IV - Education and Experience requirements at this level consist of four years of experience in transportation related work; or an equivalent combination of education and experience, substituting 30 semester hours for each year of the required experience, including two college courses in mathematics, natural science, engineering or a closely related field.
Level V - Education and Experience requirements at this level consist of five years of experience in transportation related work; or an equivalent combination of education and experience, substituting 30 semester hours for up to four years of the required experience, including two college courses in mathematics, natural science, engineering or a closely related field.
Knowledge, Skills, Abilities and Competencies
Knowledge, Skills, and Abilities required at this level include knowledge of basic geometry and algebra; of basic laboratory equipment; of construction materials; of the English language in order to follow written and oral instructions; of construction methods; of survey procedures; of plans and specifications; and of the basic principles of transportation planning or research. Ability is required to measure distance; to collect data; to operate computer equipment; to operate transportation-related equipment; to check and adjust survey equipment for accuracy; to read and interpret plans and specifications; to measure and calculate areas and volumes of work completed; and to perform tests on materials using basic laboratory testing equipment in accordance with prescribed procedures.
Additional Job Qualifications
Have a minimum of 2 (two) years driving experience with a current valid CDL class A without airbrake (L restriction) and automatic transmission (E restriction) for the State of Oklahoma.
Able to comply yearly with CFR Title 49, more specifically Federal Motor Carriers Safety Administration's (FM CSA) Entry Level Driver Training (ELDT) rules and regulations as a CDL ELDT instructor for Oklahoma Transportation and CDL Third Party Examiner (TPE) for the State of Oklahoma through Service Oklahoma.
Preferred current title of TPE through Service Oklahoma, or able to obtain TPE within 1 (one) year of hire date.
Obtain Instructor status for Oklahoma Transportation's CDL ELDT program within 90 (ninety) days of hire.
Additional Job Description
The CDL Safety Specialist position will require traveling the state on a scheduled and as needed basis to coordinate, assist, inspect, create, and perform job responsibilities as a TPE/ELDT instructor to maintain current standards of the program in a positive, forward direction, while creating safer drivers for ODOT and OTA.
- Behind the Wheel (BTW) Testing-
Third party Examiners under the direction of Service Oklahoma CDL Auditors will conduct BTW tests at approved locations across the state for ODOT and OTA employees. Examiners will comply with Service Oklahoma's CDL data portal rules and regulations site (C-STIMS) for those students participating.
- Permit (written) Tests:
In the future, examiners may proctor the permit (written) test at various locations across the state. Tests will follow current standards set forth by Service Oklahoma.
Scheduling (BTW, Permit) Tests:
Assisting with, scheduling, or conducting tests at approved locations.
- BTW Testing Sites:
Assist with developing, inspection and maintaining testing sites across the state for "in house" use to comply with Service Oklahoma's current standards.
Occasional overnight travel will be required to conduct examinations/instruction.
- Communication devices:
Must be able to communicate efficiently in a timely manner with electronic devices with daily job activities and to comply with operating guidelines set forth by Service Oklahoma, ODOT and Federal Motor Carrier Safety Administration
(FM CSA).
- Program Instructor growth:
Plan, assist, and instruct portions of the train the trainer classes for new instructors as well as refresher classes for existing instructors on a regular basis.
Involved with remedial training for those instructors falling below acceptable standards set forth by the program to assure it continues moving forward in a positive direction.
Create, assist, and perform portions of development training classes to advance current instructors whether it's for theory or BTW classes with leadership, confidence, poise, and showmanship.
Must be able to coach new or current instructors to make necessary adjustments in their teaching style and/or habits to create a positive, successful learning experience for the students and the program.
CDL Safety Specialist will assist with the delivery of Traffic Incident Management (TIM) training for ODOT, OTA and others across the state.
Assist, create, and perform portions of refresher training for Traffic Incident Management.
- CDL Training Videos:
Plan, assist and direct portions of creating videos to be used by instructors and students during their training and preparation for their testing along with refresher training.
Updating videos as needed to stay with current standards set forth by Service Oklahoma.
- Advanced driver training:
Assist, create, and perform remedial driver training activities for those drivers needing possible assistance related to their job performance reviews.
Assist, create, and perform "in house" refresher driver training activities as needed for annual performance reviews (PMP) for those drivers required to maintain a CDL license.
Assist, create, and perform training activities for experienced drivers to enhance their skills with changing technology as it applies to various equipment associated with their job responsibilities, including staying current with CDL rules and regulations governing the State of Oklahoma.
