Provides guidance to the Payroll Accounting Technicians and Lead Accounting Technicians on a variety of payroll accounting clerical duties including initiating key tasks, establishing work cadence and managing team deadlines. Keeps process manager apprised of all issues. Relays instructions from the Payroll Manager and monitors workload to ensure department meets service level agreements within specified timelines. Responsible for solving problems with varying degrees of difficulty. Demonstrates work methods, provides work-related guidance, conducts on-the-job training and maintains procedures/instructions. Ensures worksite materials and tools are available to complete work. Ensures employees follow security, safety and housekeeping rules. Uses an in depth knowledge of federal and agency accounting and payroll rules, regulations, policies and practices to supervise the full range of payroll duties on an automated system to include: making changes to master records to serve as basis for pay and leave computation and disbursement of pay: setting up and changing employee accounts to reflect pay changes resulting from personnel actions; setting up deductions or temporary changes affecting one or a few pay periods; auditing authorization documents for completeness accuracy and propriety prior to computing bi-weekly taxes, annual statements of earnings, and deductions, maintaining control log on commission payments etc. May use various input documents and s wider variety of coding structures to process pay transactions for employees in various pay categories. Processes groups of accounting requiring regular application of different bodies of primary and special legislative, regulative, precedent pay provisions; interrelationships of a variety of types of pay entitlements to both regular and irregular working hours, applicable differentials, premium pay, overtime compensation, deductions, etc. Answer questions and provides advice to employees, supervisors, finance specialists and personnel specialists. Answers questions on rules, regulations, processes, account balances and benefits. Computes and extracts data. Handles special technical support assignments. Completes the full range of payroll transactions on an automated personnel system. Supervises and performs payroll account reconciliations. Completes assignments that involve various financial operations and transactions. Analyzes and reconciles accounting data, transactions and complex reconciliation documents and other data to derive logical and accurate conclusions and determines appropriate corrective action to take when faced with discrepancies. Analyzes the effects of transactions on financial reports and briefs management on financial impact and discrepancies. Supervises employees to include: assigning, distributing, and evaluating work; coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, recommending and completing performance reviews, recommending and administering discipline, recommending and administering incentive awards, approving timecards, training employees, keeping abreast of and actively supporting the principles of the Equal Employment Opportunity (EEO) program, and prevention of sexual harassment, being alert to alcohol/drug abuse to take appropriate action, being responsive to human capital strategic plans, succession management initiatives, and civilian leader development. Works with higher-level Payroll supervisor to ensure efficiency of procedures and makes suggestions for continuous improvement opportunities accordingly. Conducts on-the-job training and demonstrates work methods and provides work-related guidance. Ensures worksite materials and tools are available to complete work. Coordinates workflow among team members to ensure that timelines and goals are met. This is a white-collar position where occasional lifting up to 20 lbs may be required. May travel to Marine Corps Installations. Working hours may be adjusted to support East or West coast Marine Corps Installations. This position is designated as Mission Essential, and deemed necessary to ensure business continuity during contingency operations, natural disasters, extreme weather situations or other emergency situations to include closure of the facility. These mission essential functions are existing functions that enable the Global Business Services to continue to provide necessary, vital services during time of need and require civilian employees to telework in order to support the mission.
