We have an exciting opportunity for a Principal Procurement Specialist supporting the Naval Power Mechanical Commodity Team. This role provides dedicated procurement support for low‑ to medium‑complexity mechanical components and assemblies within a dynamic, growth‑oriented environment. The Senior Analyst will partner across a broad portfolio of programs and report directly to the Senior Procurement Manager. Remote work is available, with limited onsite presence depending on team needs.
What You Will Do:
Review drawings, specifications, Statements of Work (SOW/SSOW), and purchase history to determine sourcing strategies and technical requirements.
• Prepare and issue RFQs/RFPs, review quotes and proposals, and perform cost/price, capability, technical, and financial analyses.
• Execute purchase orders and amendments within established contracts and pricing agreements; prepare required documentation in accordance with internal procedures and government regulations.
• Manage daily order health including confirmations, scheduling, expediting, invoice resolution, and real-time schedule/delivery impact updates to MPMs, PMs, and CM teams.
• Evaluate, identify, and select suppliers; conduct supplier capability assessments, risk analyses, and develop mitigation plans.
• Lead or support negotiation strategies across price, schedule, and terms, resolving supplier exceptions to flow downs, specifications, quality notes, and Raytheon terms and conditions in collaboration with cross-functional stakeholders.
• Oversee day‑to‑day supplier performance, including delivery, quality, responsiveness, service levels, and critical-path alignment with program milestones.
• Monitor and support CORE metrics (Late-to-Place, Late-to-Dock, delinquent material) and drive corrective actions.
• Manage supplier relationships for leverage and bottleneck suppliers and provide insights to Commodity Leads to influence commodity strategies.
• Perform routine post-award management activities including cost, schedule, and performance tracking.
• Create and manage PIA/NDA agreements.
• Support multiple General Acquisition/Subcontract efforts concurrently.
• Collaborate extensively with Program IPTs, Business EXIM, Legal, senior leaders, and participate in Gate Reviews.
• Travel to RTX facilities and supplier sites as required (up to 25–50%).
Essential Skills
• Background in Supply Chain, Procurement, Subcontract Management, Commodity Management, or related fields.
• Strong negotiation, problem‑solving, and dispute‑resolution capability.
Experience in written contractual authorization/vehicles (Cost Plus, Firm Fixed Price etc.
Ability to interpret technical requirements and manage low‑ to medium‑complexity non‑standard agreements.
Highly proactive, adaptable, and able to collaborate across multifunctional teams.
Effective verbal and written communication skills,
Experience supporting proposals and program governance.
Knowledge of MRP, SAP/PRISM, purchase order placement, material receipt, delivery, acceptance, and invoicing processes.
Qualifications You Must Have:
• Bachelor’s degree and minimum 5 years of relevant experience, or an advanced degree with 3 years of experience.
• Relevant experience in procurement, supply chain management, finance, or a similar discipline.
• Experience with purchase order management and supplier negotiations.

Qualifications We Prefer:
• SAP/PRISM experience.
• Expertise in SOW/SSOW review and technical requirements for procured hardware and services.
• Demonstrated knowledge of FAR/DFARS requirements and proposal compliance (FAR 15.4).
• Experience with Government procurement, contracts, and processes.
• Experience with strategic procurement and integrated supply chain.
• Experience interfacing with senior leadership.
• Six Sigma or process improvement experience.
• Knowledge of import/export regulations (ITAR/EAR).
• Strong proficiency with Microsoft Office tools.
Remote: Employees who are working in Remote roles will work primarily offsite (from home). If you live within a reasonable commute of an RTX site with other colleagues you interact with, your manager will discuss whether there is a degree of onsite presence associated with this role.

The salary range for this role is 86,800 USD - 165,200 USD. The salary range provided is a good faith estimate representative of all experience levels.
